California Boosts Electric Vehicle Affordability with New $14,000 Low-Income Shopper Incentive
California is aiming to make electric vehicles more cost-effective.
California has launched a fresh initiative providing electric vehicle subsidies, with the potential of offering a maximum of $14,000 to buyers with lower incomes.
CarsDirect was the first to notice the Driving Clean Assistance Program (DCAP), which is open to Californians earning up to three times the Federal Poverty Level who haven't already benefited from similar incentive schemes. This program falls under the management of the California Air Resources Board (CARB), the same body that sets the emissions regulations for the state.

The Disadvantaged Communities Access Program (DCAP) provides a substantial incentive, up to $12,000, for residents in underserved areas who intend to replace an aging car with a purchase or lease of a new one, along with an additional $2,000 towards charging infrastructure. However, it's important for interested buyers to apply for this offer prior to acquiring an electric vehicle.
Individuals residing outside of underprivileged areas are eligible for a purchase incentive of $10,000, whereas those who are not trading in an older car can receive a maximum of $7,500. Regardless of the scenario, the incentive for charging remains consistent at $2,000.

Since the previous year, California has shifted its focus on electric vehicle (EV) incentives towards drivers with lower incomes, which was marked by the broadening of the Clean Cars 4 All program on a state level, taking over from the former Clean Vehicle Rebate Project (CVRP). This newer program not only accommodates hybrid and plug-in hybrid vehicles alongside EVs, but it also imposes stricter eligibility criteria than the DCAP program, as reported by CarsDirect.
By 2023, a quarter of the new cars hitting the roads in California were either fully electric or hybrids with plug-in capabilities. This demonstrates California's progress compared to other states, yet it also highlights the significant journey ahead to achieve the objective of equipping every new vehicle with a charging port by 2035. Strategies to reach this target may include benefits for drivers with lower incomes, as well as measures designed for the "gasoline superusers," a group that consumes a disproportionately high volume of fuel.
