The report mentions that in late 2020, an anonymous IT firm based in China secured a business deal to gather electronic signal data across the extensive railway systems in the country. This contract was awarded by an overseas company, which previously specialized in market research prior to branching out into the Chinese railway sector to offer technical support services.
The ministry reported that due to Covid restrictions in Beijing, the international firm was unable to dispatch its staff to China and consequently delegated the tasks to local Chinese suppliers. It also discovered that the company served a wide range of clients, among them foreign intelligence bodies, defense and military groups, and governmental agencies.
The report indicated that the Chinese firm knew the international company could have hidden agendas, yet, lured by an attractive deal, proceeded to purchase and set up equipment as per the stipulations of the foreign contract. It gathered data at designated sites and also carried out mobile tests and data gathering across various cities and along express train routes as directed by the overseas client.
The department announced that the initiative amassed 500 gigabytes of data over a month, capturing information from Internet of Things signals, mobile and train communications, and secure networks.
