The Conservative Party has introduced a proposal mandating national service for all individuals aged 18. Under this plan, teens would have the option to engage in volunteer work within their community or serve in a full-time capacity in the military. The specifics of the plan are still being determined. The Conservatives have proposed establishing a royal commission, which is a form of public investigation, to develop the finer points.

Here's the current understanding of the activities teenagers may engage in, the potential exemptions available, and the consequences for those who opt out.

What would be the mechanism of a national service

Under the new proposal by the Conservatives, 18-year-olds would engage in one of two designated pathways:

Most teenagers choose community volunteering as their preferred activity.

They would need to dedicate one weekend each month to volunteer work for a duration of one year, totaling 25 days.

The optional assignments will take place within the local area, involving partnerships with entities like the police department, fire department, health services, or non-profits that assist elderly individuals who are often alone.

Tory MPs have listed multiple types of community service that young people can engage in, such as distributing medications or meals to those who are bedridden, serving as lifeguards, assisting neighborhoods during severe weather, and collaborating with search and rescue teams.

Armed forces program: An opportunity is available for 30,000 young individuals to engage in a full-time, one-year military training experience.

Young adults interested in the program must submit applications, and selection will be based on various assessments to identify the most qualified candidates.

This approach would eschew military engagement, focusing instead on training youth in various support roles such as logistics, cyber security, procurement, or civil response activities, according to the Conservatives.

In a discussion on Sky News's Sunday Morning With Trevor Phillips, Home Secretary James Cleverly expressed that individuals opting for the military pathway "will find their motivation to enlist in the armed forces" following their one-year assignment.

Who is not included?

The Conservative Party has not yet released specifics regarding exemptions from the national service requirement, but they have made it clear that members of the royal family will be included.

Following the Second World War, the national conscription policy applied to physically fit men but did not include those who were blind or suffered from mental illnesses.

The specifics of whether the same regulations would be in effect under the proposed changes remain uncertain. However, it appears that individuals with disabilities might not face the automatic exclusions of the past, considering that voluntary positions are expected to accommodate a diverse group of participants.

In other nations with mandatory national service, exemptions are typically allowed for medical reasons.

In countries where serving in the military or national service is mandatory, exemptions may be available for individuals who are enrolled in university, an only child, a single parent, or a professional athlete.

Indeed, the strategy includes every individual who is 18 years old, without distinction of gender.

Women initially participated in the national service during World War II; however, post-1945, the program continued solely for men, excluding women.

"He added that participation in the military component is not mandatory."

In an interview with Times Radio, Foreign Office Minister Anne-Marie Trevelyan likened the mandatory aspect of the proposed national service to the requirement for young people to stay in school until the age of 18.

She left open the option of imposing fines on parents whose children fail to participate, but noted that the specifics of enforcing the program's mandatory nature would be determined by the royal commission.

In an article for the Mail on Sunday, Mr. Sunak stated, "To the critics who argue that imposing this requirement is unfair, I argue: citizenship involves duties, not just entitlements. Being British means more than simply the line you stand in at passport control."

As the year began, leading military figures promoted the concept of drafting citizens into the military during discussions about potential conflict scenarios between NATO and Russia.

The leader of the British Army has stated that UK residents need to be prepared and properly equipped for possible combat situations. Meanwhile, Britain's previous senior NATO official emphasized the importance of moving past the cultural reservations concerning mandatory military service.

Downing Street dismissed the idea of implementing conscription, affirming that military service will continue to be voluntary.

In the previous year, the center-right policy institute Onward suggested establishing a "Great British National Service" program.

Similar to the current plan proposed by the Conservatives, it emphasized the importance of volunteering and recommended that 16-year-olds be required to fulfill a specified number of volunteer hours.

A notable distinction was its voluntary nature – the system automatically registered 16-year-olds, yet they had the option to withdraw.

A study conducted by Onward revealed that 57% of Britons are in favor of national service, while 19% are against it.

The most favored approach combined both civilian and military efforts, with a 53% greater likelihood of backing for an integrated program.

The concepts gained the backing of Penny Mordaunt, the leader of the House of Commons, and Rory Stewart, a former Conservative minister.
