The second practice session at Zandvoort saw near-ideal conditions, a significant improvement from earlier in the day.
This enabled all ten teams to carry out their standard Friday activities, beginning with initial runs on medium tires before transitioning to soft tires to conduct their qualifying trials.
The competition was closely contested at the lead among Mercedes, McLaren, and Red Bull's Max Verstappen.
Following the pause in the race due to Nico Hulkenberg's collision at Turn 1, Verstappen was the initial driver to hit the track with soft tires.
Lando Norris quickly surpassed the Dutchman's time of 1 minute, 10.986 seconds, with a margin of less than one-tenth of a second separating them.
Oscar Piastri delivered a more polished lap than Norris, securing a lead of 0.198 seconds over his teammate.
The pair from Mercedes finished their laps after the other three in their group, with Russell surging ahead to lead the standings.
He edged out Piastri by a mere 0.061 seconds, emphasizing the expected tight competition in Saturday's qualifying session.
Lewis Hamilton secured the third position in the other Mercedes car, finishing just 0.111 seconds behind Russell's leading time, indicating that Mercedes is once again competitive this weekend.
Beyond the leading quintet, Fernando Alonso found himself significantly trailing in sixth place.
Alonso, securing the third position in the previous year's Dutch Grand Prix, trailed Russell's pace by 0.655 seconds.
He had a slight lead over RB's Yuki Tsunoda, with Kevin Magnussen securing a notable eighth place in the Haas.
Ferrari found themselves lagging in speed during the second free practice session.
Charles Leclerc secured the ninth-quickest lap, whereas Carlos Sainz failed to clock a lap on the soft tires, citing concerns over a potential gearbox problem.
