Following several days of discussions, Negrescu highlighted the successful allocation of additional funds for areas such as education, health, civil protection, research, border security, agriculture, anti-corruption efforts, Schengen expansion, social initiatives, and humanitarian aid. Notably, €6 billion from cohesion funds was secured to assist Central and Eastern European countries impacted by recent floods. This accomplishment was achieved while also addressing the financial obligations from the Recovery and Resilience Facility. The budget was crafted while maintaining a balanced strategy for financing the debts incurred by the Recovery and Resilience Facility. Negrescu emphasized that, at the European level, they have demonstrated an ability to devise unified and clear solutions to the challenges facing the EU and the expectations of its citizens.
Niclas Herbst, a member of the European People's Party from Germany, who is serving as the rapporteur for other areas, stated: "Following intense negotiations, we have achieved a consensus on key matters important to Parliament, including cybersecurity. The Parliament successfully ensured that EU institutions will have sufficient cybersecurity personnel. We have met the security requirements of the delegations within the EU's External Action Service (EEAS). Moreover, the Parliament has enhanced the ability of the European Data Protection Supervisor (EDPS) to oversee the implementation of AI across the 75 institutions and entities under its jurisdiction."
Upcoming actions
After the Council officially approves the compromise, the Parliament is anticipated to hold a vote during its plenary session scheduled for November 27 in Strasbourg. Following this, the President will sign it into law.

The President of the European Parliament, along with leaders from various political groups, have released a statement to mark 1000 days since the onset of Russia's unlawful and unwarranted war in Ukraine.
Today, we observe the milestone of 1,000 days since Russia initiated its harsh conflict against Ukraine.
The heads of the Political Groups in the European Parliament express their firm and steadfast backing and solidarity with Ukraine as it marks the grim milestone of 1000 days since Russia commenced its unlawful and unprovoked war of aggression.
At this pivotal time, we urge the European Union to exhibit bravery, determination, and foresight by increasing its support for Ukraine across all areas, including political, financial, military, and humanitarian assistance.
Discussions for Ukraine's entry into the European Union have begun, marking its journey to join the European community. The EU's institutions will prioritize Ukraine's step-by-step inclusion in the Union during this legislative period. This effort will also involve extending ongoing financial and military aid, as well as other crucial support to Ukraine.
While Europe's efforts are crucial, they are insufficient on their own to shield Ukraine from this brutal and violent invasion. We urge Ukraine's global allies to unite in providing the most extensive support possible for Ukraine. This collective action should be grounded in a complete respect for Ukraine's independence, sovereignty, and territorial integrity. It should also align with international law principles, demand accountability for war crimes and acts of aggression perpetrated by Russia and its proxies, and insist on Russian reparations and other compensations for the significant destruction inflicted on Ukraine.
In pursuit of this goal, we plan to dispatch a letter to legislative bodies worldwide, urging democracies to persist in backing Ukraine during its critical time of need. Our aim is to ensure that this ongoing crisis remains a priority on the international stage, as a danger to one democracy is a danger to all democracies.
This legislative body urges other democratic nations to align with the European Union in denouncing the Democratic People’s Republic of Korea (DPRK), Iran, Belarus, and China for persistently engaging in illicit arms transfers to Russia. Additionally, it condemns the deployment of DPRK troops to Russia, actions that bolster Russia's aggressive military campaign against Ukraine. Furthermore, there is a pressing need for collaborative efforts to secure the release of Ukrainian prisoners of war and civilian captives, as well as to ensure the return of abducted and unlawfully adopted Ukrainian children.
We anticipate that the Trump administration will continue backing Ukraine and uphold its dedication to NATO, while Europe works towards building a true defense alliance and enhancing its military strength. Additionally, we urge for a substantial increase in sanctions against Russia and encourage the exploration of more efficient methods for allied nations to collaborate with us in dismantling Russia's military power.
We emphasize that our primary objective is to secure a fair and enduring peace in Ukraine, respecting the conditions set by Ukraine. This aims to guarantee the protection and dignity of its citizens within a peaceful and stable European environment.
The democratic nations need to unite to deliver a straightforward message: we are fully committed to backing Ukraine in every manner until it achieves success.
