Northward Bound: China’s Strategic Deployment of Southern Officials to Revitalize Aging Industrial Hubs
China is deploying top officials from the south to rejuvenate its faltering northern economic regions. This year, over a dozen high-ranking officials from the central government and economically robust southern provinces have assumed new roles in the north.
Since the beginning of the year, over twelve high-ranking officials from central government departments and the major provinces of Jiangsu, Zhejiang, and Guangdong have assumed leading positions in the regions of Liaoning, Jilin, Heilongjiang, and Inner Mongolia, as reported by the South China Morning Post.
During the era of the planned economy, the northern provinces played a crucial role in driving economic expansion, serving as centers for major state-owned enterprises in key sectors including steel, automotive, shipbuilding, and military hardware.
Yet, the area has fallen behind in the worldwide transition to high-tech industries and services.
