In June 2023, Valdo Calocane attacked and fatally wounded Barnaby Webber, Grace O'Malley-Kumar, and Ian Coates. He was found guilty of manslaughter instead of murder because he was diagnosed with paranoid schizophrenia.

In an official statement to the ministry, Justice Secretary Shabana Mahmood noted that the approach to handling homicide cases has not undergone a review since the early 2000s.

She stated that following the attack by Calocane, there have been demands for alterations in the way "diminished responsibility is represented within the categorization of homicide charges".

In a formal statement to ministers, she stated: "After the attacks in Nottingham last year, the relatives of those affected have also demanded changes to the laws on homicide, especially concerning the way diminished responsibility is considered in defining homicide crimes.

The sentencing guidelines for murder that we follow today were initially established more than two decades ago and have since been modified incrementally on several occasions.

"The Law Commission is set to examine the current statutes on homicide, focusing on both complete and partial defenses, as well as the sentencing guidelines for murder."

Ms. Mahmood expressed concerns over gender-based inequalities in murder cases within domestic settings, highlighting both the insufficient consideration of previous abuse in sentencing men who murder their female partners and the excessively harsh sentences for women who kill their male abusers.

The Secretary of Justice announced that in addition to the review, she plans to introduce laws establishing two new statutory aggravating factors in murder cases. These factors will require judges to contemplate more severe prison sentences for murders that involve strangulation or are linked to the termination of a relationship.

The Sunak administration initially revealed plans for a review of murder penalties last year, aiming to strengthen its approach to addressing violence targeting women and girls.

Ms Mahmood mentioned that Clare Wade KC, who is conducting a review on domestic homicide, found that strangulation was a factor in almost one-third of the murder cases she examined.

She mentioned that in more than one-third of the instances, the homicide took place at the conclusion or apparent conclusion of the relationship, which seemed to trigger the act of murder.

To be honest, citizens across Europe choose their own leaders, and I can assure you that we will make every effort to support European families, farmers, enterprises, and goods. This is our duty, and we are committed to fulfilling it. We believe it is possible to achieve results that benefit everyone involved.

How do we manage this emerging situation? Do we end up opposing one another, entering a cycle of protectionism that harms us all? Or do we adopt a realistic political approach and concentrate on reinforcing the transatlantic partnership in the areas where it is most crucial?

I believe we should focus on building a robust partnership in defense, trade, and international matters, rather than highlighting our differences. This requires proactive actions instead of mere reactions. Trade conflicts, involving increased tariffs and retaliations, are disadvantageous to everyone. Thus, we must be ready for any possible situation. Ideally, this approach will demonstrate to the US that prioritizing America doesn’t mean isolating it from the rest of the world.

What I am trying to convey is that Europe should adopt a strategy based on equality, which requires taking more significant actions.

Regarding security, it involves enhancing our commitment to NATO duties and going beyond that. This entails increasing defense budgets and constructing a Europe that is not only more secure but also more robust, prepared to tackle current challenges and equipped to handle future unpredictabilities.

This involves creating a security structure that works alongside NATO by aiding our defense sector, cutting down on redundancies, and improving the ability to work together seamlessly. Therefore, backing Ukraine and supporting a free and democratic Belarus goes beyond selflessness; it's fundamentally about safeguarding our security, the security of Europe, and the overall global security system. Poland has a particularly keen understanding of this perspective.

From the regions of Georgia, Crimea, and Belarus, you have consistently cautioned us about Russia's maneuvers for many years. Even when it seemed your warnings fell on deaf ears, you remained resolute. From the onset of Russia's unlawful invasion of Ukraine, Poland has taken charge and remains at the forefront of defense and security efforts. Poland recognizes that Europe's preparedness must be commensurate with the magnitude of the threat, which is indeed significant.

Regarding trade: the moment has come to aim higher. Our power is rooted in open and equitable commerce, adhering to global standards rather than isolating ourselves. This implies that we must actively engage, assess our standings, and avoid postponing action for years while others swiftly move forward, potentially shutting out opportunities for our businesses.

It is essential for us to secure the necessary raw materials that are crucial for the growth of our economy. Should Europe fail to take action, it will not be unexpected if our rivals fill the gap.

Although trade can create opportunities, we must ensure it doesn't inadvertently limit access for those who uphold our communities. The worries of our farmers and producers—such as increasing expenses, market challenges, and quality expectations—must be addressed. It's crucial to shield the most vulnerable sectors while supporting industries focused on exports. Recent equitable approaches demonstrate that this balance is achievable. I'm confident we can achieve it once more.

Regarding business operations in Europe, we can take pride, justifiably, in our model of open markets combined with social safety nets. This distinct approach defines the European method and proves effective. However, it's important to acknowledge areas where significant enhancements are required.

My aim for the 10th European Parliament Legislature, which has just commenced, is to establish a legacy focused on simplicity, execution, and practicality. This involves reducing excessive regulations and needless bureaucracy that drive individuals and employment opportunities elsewhere.

Intelligent regulation doesn't necessarily involve increasing the number of rules. Instead, it focuses on developing effective, straightforward policies that can be easily executed and produce tangible outcomes.

The truth is that we have not successfully unified our beneficial single market across numerous sectors. Due to political disagreements, we still fall short in areas such as telecommunications, banking, capital markets, and many others.

The issue of energy expenses is a key challenge we need to address. In the European Union, electricity prices can be as much as triple the rates found in other areas, harming competitiveness, reducing profit margins, and increasing production expenses. As a result, European consumers have less disposable income. Moreover, forecasts suggest that this winter could be significantly colder than those in recent years, adding urgency to resolving this problem.

In discussions about energy, it's crucial to focus not only on advancement but also on unification. We take pride in Jerzy Buzek, a former Polish President of the European Parliament, who frequently advocated for the integration of the energy market. Energy stands out as a sector where collective efforts yield significant benefits. This has been evident in the realm of gas storage and in the recent EU electricity market reform passed by the European Parliament this year.

A completely integrated energy market across Europe would reduce expenses even more and stabilize energy prices. This system offers advantages for everyone involved, not only in terms of economics but also from a security standpoint. This is the essence of genuine strategic independence.

Numerous migrants residing in the UK are experiencing painful delays in receiving decisions about their residency status, even though many have children who are British citizens.

In the UK, immigrants are typically required to renew their residency every two and a half years. After a period of either five or 10 years, they can apply for permanent residency, a process that costs them several thousand pounds each renewal cycle.

According to information gathered by Sky News, while the Home Office typically tries to reply within eight weeks, data reveals that 902 immigrants applying for study or partner visas have faced delays exceeding a year.

Extended waiting periods may lead to job losses for applicants, interruption of their benefits, and significant financial hardship, despite their legal residency status.

Independent immigration policy analyst Zoe Gardner commented on the data, which reveals that 167 cases have been unresolved for over two decades, suggesting that these numbers indicate an issue within the Home Office.

"Such holdups have a profound effect on individuals, even when it's as few as 900 people facing over a year's delay—it can be devastating for them and it obviously points to a systemic issue," she explained to Sky News.

Candidates must pay a fee of £1,258 to apply for what is known as Leave to Remain visas, as designated by the Home Office. Additionally, there is an annual NHS surcharge of £1,035, with legal expenses possibly adding up to several thousand pounds more.

Ali and Sade, a couple with four children, applied for a fee waiver to avoid an £8,000 charge for their third spouse visa extension in May 2023 after initially entering the UK on spouse visas.

Three of their children hold British citizenship, as they were born in the UK and have resided there for a decade. Their eight-year-old daughter, however, is included in their ongoing application.

Over a year and a half has passed, and they remain without a response—a situation they explained to Sky News has resulted in Ali losing his job due to the ongoing uncertainty, plunging them into debt, and forcing them to depend on food banks.

"Sade, a carer who preferred to remain anonymous following the Southport riots, shared, "Since my husband lost his job, we've had to depend solely on my income, and it's simply insufficient."

"The situation is forcing us to rely on food banks, essentially depriving our kids of necessary nutrition, which in turn affects our health. It leaves you feeling out of place, despite having children who are British."

What are the issues with delays?

Non-asylum-seeking immigrants who apply for an extension of their stay prior to the expiration of their existing visa can legally stay in the country as their application is under review, a situation referred to as "3C leave".

However, there are instances where the Home Office does not supply the necessary documents or a share code that applicants need to demonstrate their legal residency in the country. As a result, every year, potentially thousands of individuals face the threat of job loss through no mistake of their own.

In June, a High Court judge determined that the government had illegally neglected to supply applicants with evidence of their status.

Justice Cavanagh stated that the lack of evidence leads to "serious adverse consequences," noting, "When these issues arise, the outcomes can be extremely severe."

The judge decided in support of healthcare worker Cecilia Adjei, a mother of two, including one child who is a British citizen. She experienced almost a year-long delay in receiving a decision and was suspended from her job on two occasions during this period.

The target duration for processing can differ based on the volume of applications and might extend up to a year for some spousal submissions. Those who fail to submit their applications promptly may experience extended delays and will not be eligible for 3C leave.

'How much longer can we keep going?'

Ali mentioned that he was let go from his security position when it was time to renew his contract in September because he was unable to demonstrate his work eligibility to his employers.

He is worried that they might not have the financial means for their upcoming applications, expressing concern: "How can I manage to work and save up enough to cover our expenses, while also affording the fees for three applications in just another two and a half years?"

"No matter how much I work throughout the year, the fees remain out of reach. It's uncertain whether we'll be eligible for a fee waiver. We're starting to save, but it's hard to say how sustainable that is."

Compounding the difficulties, Sade's father passed away in Nigeria last month, and since her reentry into the country is on hold until her status is resolved, she will be unable to attend the funeral.

The family had intended to bring their four children, who are 8, 12, 13, and 18 years old, on their inaugural international vacation this summer, but they had to scrap those plans due to the same issue.

Home Office 'Shortcomings'

Since 2020, the Refugee and Migrant Forum of Essex & London (RAMFEL) has monitored the experiences of its clients under 3C leave, noting that 17% have faced significant hardships.

The organization projects that if this practice were adopted nationwide, about 40,000 individuals taking 3C leave annually might face unemployment due to the Home Office's inability to promptly handle employment verification checks.

Nick Beales, the campaign director at RAMFEL, expressed to Sky News that while there are harsher elements within the immigration system, the prolonged nearly two-year wait for parents of British citizens to renew documents starkly highlights its inefficiencies.

According to data acquired by Sky News, there are 346 partner visa applications that have remained unprocessed for over a decade, a fact that Madeleine Sumption, the director of the Migration Observatory at Oxford University, finds "baffling".

"She mentioned to Sky News that theoretically, delays can be resolved by allocating more resources or by streamlining the procedure to require fewer applications."

A source from the Home Office admitted that processing times might "sometimes be extended," attributing variations to the "complexity of each case."

Officials noted that while an application is being processed, employers have the ability to verify a person's status through the department.

Ali, who has already endured an expensive and lengthy year and a half in the process, expressed indifference, noting that it requires them to repeat the same applications in another 30 months.

"Occasionally, the kids gaze at us and inquire about the reason for our sorrow," he stated.

"Receiving it today is pointless… we'll just have to fundraise again soon for renewal."

His remarks demonstrated an utter lack of respect for the importance of justice in addressing domestic violence and an inability to acknowledge the exemplary conduct expected of policymakers in the efforts to combat domestic abuse and violence towards women and girls.

"Political leaders must work to stop violence against women and girls and the underlying misogynistic attitudes, rather than undermine it by dismissing the experiences of victims and survivors."

Alicia Kearns, the Conservative shadow minister for national security, safeguarding, and preventing violence against women and girls, also voiced her criticism.

She shared on X: "'It's irrelevant,' claims Reform. But it matters to every individual who has survived domestic violence. It matters to anyone presently enduring male aggression. Minimizing your behavior is a form of victim assault. Minimization does not show responsibility."

In a conversation with Kay Burley on Sky Breakfast, Tim Montgomerie, a new member of Reform, expressed that he would not automatically defend every aspect of Reform.

"Attacking a woman who is down is completely unacceptable."

He stated, "If that's the case, then in my view, it's a disqualification."

In the words of the judge during the sentencing, Mr. McMurdock received a 21-day sentence in a young offenders' institution, with the judge noting that the severity of the offense warranted an immediate custodial term.

A week following his election, the mother of Mr. McMurdock's victim revealed the ordeal, stating he "caused bruises on her body" and "required the intervention of two security guards to restrain him."

Members of Parliament are not required to reveal past criminal convictions when they run for office, except for individuals who are currently incarcerated for a term exceeding one year at the time of the election.

When the accusations came to light, Mr. McMurdock confessed to Sky News that the incident was "the greatest regret of my life."

He stated: "Although I completely reject the appalling elements of this story, I must acknowledge that there is a single aspect of truth in it that I cannot and will not conceal or refute.

Someone understanding might label it a youthful mistake, though not everyone may be as forgiving.

"This is the greatest remorse of my life, and I long to turn back time and make amends."
