Is it possible to deter human traffickers by imposing sanctions on them? This is the newest strategy proposed by the government, and it's both daring and inventive.

This approach is bound to turn heads, though its effectiveness remains to be seen. Nonetheless, it marks yet another attempt by the current administration to set itself apart from its predecessors.

Essentially, the plan is to slash funding to what is known by the Foreign Office as "organized immigration networks," aiming to prevent "smugglers from making money by exploiting innocent individuals."

Thus far, it's quite persuasive. The speech is effective. However, the actual situation could prove to be more challenging.

To start, while we anticipate specific plans, there's a huge uncertainty surrounding the feasibility of this endeavor.

Many of the traffickers facilitating illegal crossings of the Channel operate from outside the UK, though a few are based within the country. Typically, these individuals are elusive and difficult to locate.

I'm aware of this as I've encountered a few myself.

In Kurdistan, I shared a cup of tea with a jovial individual named Karwan, who had facilitated the clandestine passage of a thousand individuals into Europe.

He was entirely unafraid of capture and lacked any awareness that he was committing a crime.

Rather, Karwan believed he was fulfilling a responsibility to the Kurds by helping them flee the difficulties of their homeland for a chance at a better life in other nations, such as Britain. At least, that was his claim.

It's difficult to envision the specific ways in which Britain might enforce sanctions against him.

It's easy to imagine anxiety now beginning to unsettle the numerous smugglers I've encountered over my years reporting along the shores of northern France.

These individuals clearly know they are committing illegal acts. It's difficult to continually avoid the French authorities and still maintain that you are not at fault.

Firearms are increasingly present in refugee settlements. The threat of punitive measures is not deterring their spread.

The issue at hand is if the UK government has the capability to identify and impose impactful financial penalties on the leaders of these groups.

It's likely that if these individuals were in the UK, they would face arrest and could potentially have their assets seized.

Imposing sanctions is likely to require collaboration with European nations, including coordinating efforts and exchanging details. This task has grown more challenging following Brexit.

Historically, sanctions have been effective when aimed at prominent individuals and institutions with a well-documented history.

The sharp reporters from Bloomberg, a finance-focused website, managed to obtain a growth forecast indicating that Rachel Reeves might need to implement budget reductions.

The projection provided by the Office for Budget Responsibility was handed to the chancellor last week. However, to avoid public humiliation, she preferred to withhold its release until March 26.

"Every hint of a leak is treated with utmost seriousness, and we will conduct a thorough investigation," Mr. Bowler declared emphatically.

In classic Yes Minister style, he stated, "We need to encircle those predictions and ensure they remain confidential."

Certainly not. Investigations into leaks, on the other hand, are famously ineffective at identifying the source of the leak.

In an episode of Yes Minister, Sir Humphrey announced, "I'll immediately initiate an investigation into the leak." To this, the befuddled Minister Jim Hacker responded, "I'm not interested in an inquiry; I want to know who's responsible."

It's merely a blend of fiction and satire, obviously. Or could there be some truth to it?

Parliament has given the green light to a new tuna fishing pact with Cabo Verde. Under this revised agreement, 56 European Union ships will be permitted to catch tuna and similar species in the waters surrounding Cabo Verde over the next five years.

A fleet consisting of 24 freezer tuna seiners, 10 pole-and-line tuna boats, and 22 surface longliners, originating from Spain, France, and Portugal, has been granted permission to harvest up to 7,000 tonnes of tuna and associated species annually until 2029.

In return, the European Union is set to provide an annual financial support of €780,000, which includes €350,000 for permission to fish in the waters of Cabo Verde and €430,000 to enhance Cabo Verde's fisheries policy and its blue economy initiatives. Furthermore, the fees paid by the owners of fishing vessels could total nearly €600,000 each year.

The agreement seeks to boost collaboration between the European Union and Cabo Verde with the goal of fostering a sustainable approach to fisheries and encouraging socioeconomic growth in the region. This initiative is part of broader efforts to enhance fisheries regulation and combat illegal, unreported, and unregulated (IUU) fishing. The deal encompasses regulations aimed at improving the tracking of vessels, overseeing fishing permits, and implementing management strategies for shark populations.

Members of the European Parliament approved the new protocol with 507 votes supporting it, 76 opposing, and 16 choosing not to vote.
