China's security ministry has issued a warning that deepfake technology could be utilized by foreign intelligence to harm China and its citizens. The ministry highlighted in a social media post that spy organizations might adopt deepfake capabilities as a novel method for conducting 'cognitive warfare'.

The ministry announced on its social media platform on Saturday that while deepfake technologies are being utilized in various sectors, they could also be weaponized by spy agencies for what is termed as "cognitive warfare."

The statement also called for enhanced protection of personal privacy and increased alertness among citizens, especially those in sensitive roles.

"The statement cautioned against entering classified state secrets, confidential business information, or sensitive personal details into the corresponding software, and advised against disseminating such content on the internet. It also encouraged vigilance against questionable content."

"The ministry, which is China’s premier intelligence organization, warned that certain international espionage agencies could utilize the advancing deepfake technology to enhance their intelligence collection, facilitate recruitment or defections, run smear campaigns, and disseminate false information."

During a special assembly of the nation's highest courts on Saturday, Zhang Jun, who serves as the president and chief justice of the Supreme People's Court, emphasized the need for harsh penalties for severe and brutal crimes. He also highlighted the importance of prompt trials and sentencing, to ensure that the public genuinely perceives fairness and justice.

He suggested that the judiciary should contemplate more lenient sentences for minor societal offenses or situations instigated by social disagreements—especially when the accused admits guilt and receives forgiveness from the victim—in order to "foster the rehabilitation of offenders."

Zhang emphasized that in response to multiple occurrences in a brief period, the legal framework needs to identify the root cause to avert similar future events. He highlighted the importance of enhancing rehabilitative education and providing better support for ex-offenders and individuals with significant mental health issues.

According to a statement from the supreme court, the chief justice has instructed courts nationwide to carry out a campaign aimed at "resolving conflicts and maintaining stability," as mandated by the nation's highest security authority following the car attack in Zhuhai.

"Such actions interfere with the work of disciplinary oversight, contaminate the political environment, and undermine the morale of leaders who are advocates for reform," stated Zhuang Deshui, the deputy director of the public policy research center at Peking University.

"Zhuang emphasized that the goal is not to deter authentic reporting, but rather to foster a constructive environment where people honor their rights and openly communicate concerns, thus safeguarding those in leadership positions."
