The Independent Parliamentary Standards Authority (IPSA) is suggesting an increase in MPs' salaries by 2.8% starting from April of the upcoming fiscal year.

This adjustment would increase their yearly salary from £91,346 to £93,904, marking an almost £20,000 growth over the last decade.

Members of Parliament are also reimbursed for expenses related to their employees, office operations, lodging, and transportation.

IPSA stated that the raise aligns with the government's suggested pay guidelines for public sector employees.

The increase surpasses the inflation rate of 2.5%, which exceeds the Bank of England's target of 2%.

Nevertheless, since the election took place in July, the first anniversary falls three months into the new fiscal year. Therefore, IPSA has introduced its most recent salary proposal as a temporary solution.

The Scottish National Party reported that inquiries were made regarding the number of flags from the Scottish parliament that had disappeared in the last ten years, as well as the total count and height of flagpoles owned.

A legal expert involved in a major sustainable agriculture initiative has informed Sky News that farmers are confronted with a tough decision between preserving the environment and securing their family's heritage due to the implementation of inheritance tax.

Richard Broadbent, previously a legal counsel for Natural England, criticized government policies, asserting that they've instilled a "chilling effect" on environmental restoration projects. He argued that this is due to the government imposing inheritance taxes on farmers while simultaneously requiring them to allocate land for the development and enhancement of natural habitats.

Chancellor Rachel Reeves declared in the October budget that starting in April 2026, farms valued over £1 million will be subject to a 20% inheritance tax. Previously, all farms were exempt from this tax.

Proponents of the reform argue that it will drastically cut down on the exploitation of farmland for major tax evasion, align the agricultural value of land more closely with its market price, and promote wider variation in land ownership.

However, the decision has been criticized by farmers who once more drove their tractors to Whitehall to demonstrate on Monday.

The administration has expressed its dedication to supporting agriculturalists and is actively developing environmentally friendly agricultural practices that not only benefit the ecosystem but also aim to increase farmers' earnings.

Mr. Broadbent, currently serving as an environmental lawyer at Freeth's, collaborated with the legal team at Natural England on the biodiversity net gain (BNG) policy. This policy, initiated by the Conservative party, mandates that starting in February 2024, all new property developments in England are required to enhance or improve the quality of natural habitats compared to their pre-development state.

This typically includes developers compensating landowners, frequently agriculturalists, to allow their property to revert to its natural state. This may entail setting up meadows and forests or developing reserves for natural habitats.

Contracts are typically set for a minimum of 30 years, and often extend even further, since establishing schemes for ecological restoration can require decades.

The Country Land and Business Association (CLA), an organization representing 26,000 landowners and rural entrepreneurs, criticized the government for imposing taxes that jeopardize the future of agriculture, food stability, and environmental health.

Farmers will 'reconsider'

Mr. Broadbent mentioned that a growing number of farmers are contemplating transferring portions of their property to relatives as a strategy to dodge inheritance taxes, which might negatively impact BNG.

"If you are an agriculturalist contemplating dividing your property among relatives to enhance tax benefits, or if you're concerned that upon your passing, your heirs might need to sell off parts of the farm to cover inheritance taxes, you might reconsider committing to an extended nature restoration project," he stated.

"In addition, you're securing funding from private sources, who will expect assurance that you can fulfill the terms of the agreement."

He stated that the inheritance tax and environmental incentives were "leading to a contradiction that appears quite illogical."

CLA President Victoria Vyvyan expressed to Sky News, "The government is putting farmers in a difficult position where they have to decide between maintaining their land or investing for the future. Numerous farmers are hesitant to invest in environmental initiatives such as agri-environment schemes, fearing these may reduce their productivity. They feel compelled to save every possible penny for the government."

The message against expansion is straightforward: avoid spending, investing, and enhancing – simply conserve funds to maintain the farm within the family.

"The Treasury has not fully acknowledged the economic repercussions of this policy, much less the damage to the land. They are not only imposing taxes on land values but are also jeopardizing the future of agriculture, food stability, and the environmental landscape."

Environmental initiatives might increase the value of land

There are worries that initiatives aimed at restoring natural habitats could raise the worth of agricultural land, potentially causing farms to exceed the limits for inheritance tax or resulting in higher tax burdens for families.

"However, as a farmer, there's concern that this could lead to a higher tax bill. Once more, this has generated a deterrent effect."

There's concern that rather than acquiring additional land to maintain their crop and livestock levels, farmers may opt for more aggressive cultivation of their existing plots to avoid increasing their farm's market value.

"Individuals are likely to adopt more intensive farming techniques to maximize earnings from each hectare, ensuring they have funds on hand when necessary," Mr. Broadbent explained.

"This is a typical reaction, yet it's these types of motivations that are being offered to individuals."

A spokesperson for the government assured Sky News of their unwavering support for farmers.

"We are collaborating intensively with various sectors to ensure the effective implementation of biodiversity net gain, aiming to rejuvenate nature and financially benefit farmers."

"Our changes to the exemptions for agricultural and commercial properties will result in estates benefiting from a lower inheritance tax rate of 20%, compared to the usual 40%. Additionally, these payments can be distributed across a decade without any interest charges.

Downing Street has confirmed that an exception for security reasons has been granted for the account, emphasizing that the prohibition of TikTok on official government devices, initiated in 2023, is still enforced.

The prohibition was implemented following an evaluation by the administration of Rishi Sunak, due to security worries regarding TikTok's parent company, ByteDance, which is located in Beijing.

When questioned about the prime minister's new TikTok account, his chief spokesperson informed the press, "It's our ongoing policy to evaluate our communication methods with the public to ensure that we effectively disseminate information about government services and our initiatives to enhance the lives of working individuals. We consistently reassess our social media strategies."

He stated, "Following security guidelines, we have been granted permission to operate a UK government TikTok account… under certain conditions."

In response to inquiries about the ban, the spokesperson confirmed that "the security policy remains unchanged."

"He affirmed that the limitations on operating the app on the majority of governmental apparatuses are still enforced," he stated. "It has consistently been true that certain allowances exist for operating TikTok on governmental equipment when necessary for occupational reasons, and such allowances are provided by security units following individual assessments, accompanied by implemented security precautions."
