The McLaren driver clocked in at 1 minute 32.165 seconds, putting him a full half-second ahead of Leclerc.
Leclerc takes the lead from Norris with a time of 1 minute and 32.702 seconds.
This makes the driver from Monaco almost half a second quicker on the hard tire.
Norris recorded his fastest lap on medium tires, while Sainz, driving for Ferrari, secured the third spot, trailing by 0.7 seconds.
While his McLaren teammate remains in the garage, Lando Norris climbs to the top of the leaderboard.
The championship contender pulls ahead of Mercedes' Lewis Hamilton by six-tenths of a second in the initial phase of the first practice session.
McLaren has announced that Oscar Piastri will not participate in the initial segment of FP1 due to a problem with his vehicle.
A representative for the team stated, "While practicing pit stops this morning, we ran into a problem with the rear-left section of Oscar's vehicle, and we are in the process of fixing it."
"We haven't encountered this problem previously, but we're committed to thoroughly evaluating it to prevent any additional complications over the weekend."
"We aim to have Oscar out of FP1 before it concludes."

A major topic of discussion leading up to the event in Singapore has been McLaren's rear wing.
Video from last weekend's Azerbaijan Grand Prix seemed to depict a section of the rear wing bending upwards while on the straightaway.
Oscar Piastri, who recently won in Baku, emphasized that McLaren's vehicle adheres to all regulations and has successfully undergone FIA inspections. Although the sport's regulatory authority has verified that the wing meets the standards, competitors continue to express doubts.
Sergio Perez from Red Bull stated that the wing did not comply with regulations, and Charles Leclerc from Ferrari called it "controversial, to say the least."
A major topic of discussion as we approach the weekend revolves around Daniel Ricciardo's upcoming plans.
Speculation has arisen that the Australian driver might be substituted by Liam Lawson at RB for the rest of the season, starting after this weekend's Singapore Grand Prix.
On Thursday, Ricciardo acknowledged the uncertainty surrounding his future, telling Sky Sports F1: "I'm aware of the situation and the usual processes. I anticipated there would be important dates and deadlines to meet throughout this year, whether it was during the summer break or after the Singapore race. The next key point is now post-Singapore."
"Truthfully, there's still a lot of uncertainty. We'll have to wait and see how things unfold over the weekend. Of course, I'll put in my maximum effort, just as I always do. There's always a goal to strive for. We'll see the outcome. My aim is to get on the podium."
