Sir Ed Davey is expected to declare that his party represents a beacon of hope, while criticizing the Conservatives for their inability to effectively oppose.
During his concluding address at the Liberal Democrats' gathering in Brighton on Tuesday, Sir Ed is set to declare that millions of voters "placed their confidence in us" following the party's victory of 72 seats in the general election.
He is anticipated to declare that the voters' trust "serves as our mandate," emphasizing that it is imperative for the party to "remain faithful to that mandate and fully honor that trust."
Before delivering his remarks, he joined three of his parliamentary colleagues for a tennis match in Brighton as a preparatory activity on Tuesday afternoon.
The leader of the Liberal Democrats will commit to concentrating on their key objectives, which include "revitalizing our economy and managing the cost of living," as well as putting an end to "the sewage crisis and safeguarding our valuable environment."
He will emphasize that their top priority is to address "the crisis in the NHS and care services, offering a distinct message of hope."
He will criticize the Labour government for their "negativity and lack of hope," and vow to "overcome the government's bleak outlook with our aspirations for our nation."

The Conservative Party is likely to be a frequent topic of discussion following the Liberal Democrats' significant gains, where they captured numerous seats from the Tories, including those of four cabinet ministers and in areas previously represented by past prime ministers such as David Cameron, Theresa May, and Boris Johnson.
Sir Ed will state that the Conservatives have proven themselves "completely incapable of governing our nation…and now they are also demonstrating their inability to serve effectively as the opposition."
"He will argue that entrusting that group with oversight of the NHS or economic issues is akin to assigning a bull the task of mending a china shop."
The contemporary Conservative Party has become increasingly disconnected from numerous previous supporters, distancing itself significantly from the everyday realities of regular folks to the extent that it no longer deserves a prominent position in our political landscape.
"On July 4th we had a strong beginning, but now it's time to push ahead. Let's complete the task."

Sir Ed will also criticize the Conservatives for "reaching new lows" with the four remaining Tory leadership candidates.
The individuals are Tom Tugendhat, James Cleverly, Kemi Badenoch, and Robert Jenrick.
The Liberal Democrat gathering kicked off on Saturday, with the term "72 MPs" echoing throughout the four-day event, highlighting their significant electoral victory.
