On soft tyres, he clocked his fastest lap at 1 minute 42.260 seconds, edging out Hungarian Grand Prix champion Piastri by 0.215 seconds. Max Verstappen trailed closely behind, just 0.002 seconds slower.
The Red Bull racer led the initial practice session at Spa-Francorchamps, yet he'll face a 10-place grid penalty for the grand prix on Sunday due to installing a new engine that surpasses his allowed quota of power units for the season.
Charles Leclerc and Carlos Sainz finished in fifth and sixth positions, respectively, with the Ferrari drivers significantly slower than Norris's leading time. George Russell secured sixth place but was a full second behind in his Mercedes.
Despite losing a significant portion of the first practice session because of a car problem, Esteban Ocon from Alpine managed to secure an impressive seventh place with his lap time, finishing just ahead of Kevin Magnussen in his Haas.
Sergio Perez secured the ninth position, trailing his teammate Verstappen by a second, whereas Lewis Hamilton rounded out the top 10 for Mercedes, with a time two-tenths of a second slower than his teammate Russell.
