Members of the European Parliament (MEPs) secured funding for covering the EURI repayment costs, which are now projected to be double the original estimate for 2025, without compromising critical programs such as Erasmus+ and research and development. They overturned all reductions proposed by member states and strongly advocated for the correct application of the recently implemented "EURI cascade mechanism" in the updated EU long-term budget. This mechanism aims to handle the rising borrowing expenses associated with the Next Generation EU fund while ensuring that crucial projects remain unaffected and preserving the budget's adaptability and ability to respond effectively.

The budget is rooted in the mid-term update of spending limits within the multiannual financial framework and tackles ongoing challenges: Russia's aggressive actions in Ukraine, ongoing migration pressures, the Middle East crisis, several natural disasters, and the strain on our economies' competitiveness. Van Overtveldt emphasized that the EU budget is just one aspect of the broader effort required. He believes that streamlining procedures, enhancing flexibility, and reducing administrative burdens are equally crucial to effectively harness the innovative potential of our citizens and businesses.

Victor Negrescu, a member of the S&D from Romania and the main rapporteur for the 2025 EU budget (specifically for section III concerning the Commission), expressed satisfaction with the Parliament's robust agreement on the nearly €200 billion budget for 2025, marking a 6% increase from the previous year. Following several days of discussions, Negrescu highlighted the successful allocation of additional funds for areas such as education, health, civil protection, research, border security, agriculture, anti-corruption efforts, Schengen expansion, social initiatives, and humanitarian aid. Notably, €6 billion from cohesion funds was secured to assist Central and Eastern European countries impacted by recent floods. This accomplishment was achieved while also addressing the financial obligations from the Recovery and Resilience Facility. Negrescu emphasized that Europe has demonstrated its ability to devise unified and transparent solutions to address the challenges and expectations faced by its citizens.

Niclas Herbst, a member of the European People's Party from Germany and the rapporteur for the other sections, remarked that they have come to a consensus after intense discussions on key matters important to Parliament, particularly concerning cybersecurity. The agreement ensures that EU bodies will have enough cybersecurity personnel. The security requirements for the delegations of the EU’s External Action Service have been met. Moreover, Parliament has enhanced the ability of the European Data Protection Supervisor to oversee the application of AI across the 75 institutions and entities under its jurisdiction.
