Parents have informed Sky News that children requiring special education are being isolated and facing difficulties in inappropriate schools as local authorities aim to cut expenses.

Maire Leigh Wilson, the mother of a four-year-old son with Down syndrome, expresses deep concern, stating she dreads to imagine his current situation had she not been persistently fighting issues with her local council.

"She believed that without assistance, he would likely be isolated at the back of the room, unable to sign or communicate, simply wandering around," she stated.

Mrs. Leigh Wilson was intent on having her son Aidan attend a regular school that offered extra specialized assistance. However, her local council, responsible for determining the details of a child’s Education Health and Care Plan (EHCP), preferred that he be placed in a special school.

The amount of Education, Health and Care Plans (EHCPs) being contested by parents has significantly increased, says education lawyer Alice De Coverley.

She noted that local authorities are finding it difficult to cope with the high level of demand due to limited budgets, and that parents have become increasingly knowledgeable about their rights to challenge decisions.

Mrs. De Coverley noted that parents prevail in over 90% of tribunal cases, partially due to the fact that many councils lack the necessary resources to adequately defend their positions.

Labour is being prompted to concentrate on the issue of student absenteeism following a report revealing that as many as 300,000 children were not attending school last year.

The local government of Hounslow, located in southwest London, reported that they finalize over 80% of new Education, Health and Care Plans (EHCPs) within the required 20-week period, a rate that is double the national average.

Hounslow Council emphasized its commitment to prioritizing families in their decision-making processes, pointing out that youth in the region with special educational needs and disabilities tend to outperform their national counterparts on average.

They acknowledged that certain aspects of their proposal require additional enhancement and emphasized their collaboration with families to strengthen these areas.

"A Hounslow Council representative stated, 'We possess a transparent and reliable strategy for reaching our goals, and by examining the past 18 months of targeted enhancements, we can observe significant advancements in the experiences of children, young people, and their families.'"

He noted that the council has observed a twofold increase in Education, Health and Care Plans (EHCPs) over the past ten years. He acknowledged the growing frustration among parents due to escalating national demand and what is generally recognized as a flawed system for Special Educational Needs and Disabilities (SEND).

Emma Dunville, who is a friend of Mrs. Leigh Wilson and has a child with Down's syndrome as well, shared that securing appropriate educational services for her child was both mentally and physically draining.

She expressed: "For his entire life, it's going to be a constant struggle; everything seems to be aligned against us."

In contrast to Mrs Leigh Wilson, Mrs Dunville was eager for her son Albie to attend a specialized school. However, she faced a delay of over a year for an evaluation by an educational psychologist, a necessary step for the council's approval process. Consequently, this delay caused her to miss the deadline for securing an Education, Health and Care Plan (EHCP).

"Those in charge of these choices fail to recognize that every child with Down's syndrome is unique and shouldn't be generalized."

According to the guidelines, in the absence of a sufficient number of education psychologists employed by the local authority, a private assessment should be pursued. However, her local authority failed to follow this directive.

Mrs. Dunville expressed that her son is being isolated in a conventional school which, despite its efforts, is simply not the appropriate environment for him.

October is the centennial of her birth in Grantham, Lincolnshire, where she was born to a grocer father.

The Policy Exchange, a think tank based in Westminster, has initiated The Thatcher Centenary Project. This initiative began with its first meeting this week, coinciding with the notable 50-year anniversary of Margaret Thatcher's election as the leader of the Conservative Party.

On February 5, 1979, Margaret Thatcher unexpectedly defeated the sitting leader Ted Heath in the initial stage of the Conservative Party leadership contest, securing the support of 130 Members of Parliament compared to Heath's 119.

Sir Hugh Fraser, Member of Parliament and spouse of the celebrated writer Lady Antonia Fraser, also participated in the race, securing 16 votes.

Heath's tenure came to an end. Having ascended to the role of prime minister in 1970 and led the UK into joining the European Community, his time in office was marred by economic difficulties stemming from clashes with trade unions. This resulted in his defeat in both general elections held in 1974.

On February 11, 1975, during the second round of voting, she secured her position as the leader of the opposition with a decisive victory, garnering 146 votes. Her closest competitor, Willie Whitelaw, received 79 votes, while Jim Prior and Geoffrey Howe each collected 19 votes, and John Peyton obtained 11 votes.

She emerged as the inaugural female head of a prominent political party in Britain.

Four years later, she defeated Labour's Jim Callaghan in the general election, becoming the first female prime minister of Britain.

She subsequently secured victory in two more elections and served as prime minister for a total of 11 years, until her own party ousted her in the fall of 1990, an event she attributed to "betrayal."

"We require significant effects"

That happened over three decades ago, yet it doesn't clarify why she remains a powerful symbol in the present, both despised and admired.

The reasons are found in the transformative impact of her policies on Britain, her political achievements, and the strength of her personality.

In a letter to her daughter Carol, she expressed: "Mere intellectual ability is insufficient. We also require charisma and influence."

I began reporting on UK politics around 1983 and frequently conducted interviews with Mrs. Thatcher.

She was a delightful conversationalist, engaging earnestly even with a novice journalist, and appeared to relish the opportunity to defend her views with passion.

During her final years at Downing Street, she became less open and less responsive to those who opposed her views.

Several months prior to her resignation, I recall Cabinet Minister Chris Patten expressing his concerns, noting, "She must leave. She no longer pays attention."

During her tenure, she oversaw a successful military operation to reclaim the Falkland Islands, maintained a notably close bond with US President Ronald Reagan, engaged in easing tensions with Mikhail Gorbachev during the collapse of the Soviet Union, and adopted a more critical stance on participation in what later evolved into the European Union.

At home, Sir Keir continues to commend her for the "significant transformation" she brought to the UK, while he and Rachel Reeves are metaphorically stepping into her shoes as they attempt to replicate her initiatives to "awaken Britain from its slumber by unleashing our inherent entrepreneurial spirit."

The prime minister is currently seeking assistance from the private sector in housing construction and infrastructure development.

The Dairy Bandit

John O'Sullivan, who once wrote speeches for Thatcher, considers her ascent to the leadership of the Conservative Party as a major triumph for revolutionary conservative ideas.

She initiated the sale of council houses to foster a "property-owning democracy" and started the privatization of several state-owned enterprises.

Britain experienced a major decline in its classic heavy industries, alongside widespread deregulation, sparking significant growth in the services and financial sectors.

During the 1980s and '90s, a popular chant among the students at my kids' elementary school labeled "Margaret Thatcher, the milk snatcher." This nickname stemmed from her role in ending the provision of complimentary milk to schoolchildren while serving as the Education Secretary under Heath.

In the 2005 musical "Billy Liar," there's a number titled "Merry Christmas Maggie Thatcher" which includes the lyrics "We all celebrate today/'Cause it's one day closer to your death."

When she passed away in 2013, the audience chose to retain it.

The legacy of Thatcher presents a complex challenge for Conservative leaders.

Debate persists on whether a prime-era Thatcher would have supported leaving or staying in the EU during the 2016 referendum.

The collection of communications revealed by the Mail on Sunday, which include labeling a man as "too Jewish and too militaristic", hoping a 72-year-old non-Labour supporter would pass away before the upcoming local election, and insinuating that Diane Abbott MP approached the despatch box at PMQs solely because it was Black History Month, are profoundly disturbing. It's understandable why Mr. Gwynne was dismissed immediately after Downing Street was contacted for a comment.

The headteacher, often referred to as the most stringent in Britain, has criticized the education secretary, accusing them of adopting a "Marxist" approach by seeking to increase government oversight of academies.

Katharine Birbalsingh, the head of Michaela Community School located in Wembley, North London, is widely recognized for her emphasis on strict discipline and lofty academic expectations.

Last week, following a meeting with Bridget Phillipson, she conveyed to Sunday Morning With Trevor Phillips that the education secretary is aiming to consolidate authority within the government.

When questioned if it was accurate to label the Labour minister a "Marxist," she clarified her use of the term by stating it was because "she aims to centralize… I mean that she's consolidating power within the state and that those freedoms ought to remain with the academies."

Academies have the freedom to deviate from the national curriculum and can determine their own pay and conditions. However, like other state schools, they are required to adhere to the same regulations regarding admissions, special educational needs, and exclusions, and their students take the same exams, as stated on the House of Lords website.

According to the legislation proposed, every public school, academies included, must implement the fundamental national curriculum to ensure parents are confident about the essential elements of their children’s schooling, the government announced.

What is the reason for the demolition of Grenfell Tower?

In their statement regarding the building's destruction, the authorities mentioned that engineers informed Ms. Rayner about the substantial damage to the tower.

Despite appearing unchanged, this is because of the reinforcements added following the blaze.

Engineers have stated that it is not feasible to preserve many of the damaged floors for inclusion in a permanent memorial.

"Considering the guidance from engineering experts, the deputy prime minister determined that it would be unjust to preserve certain levels of the building which hold importance for some families, while failing to do the same for others, especially knowing the emotional distress it could cause," stated the government.

The authorities have expressed their intention to proceed with "respect and caution," ensuring ongoing support for the Grenfell community.

The statement confirmed that there will be no alterations until after the fire's eighth anniversary in June of this year.

The following action is to identify a person to execute the demolition.

A "qualified expert" will be engaged to develop a "comprehensive strategy" for demolishing the tower.

The government projects that the dismantling of the tower will require approximately two years, emphasizing that this will be done with great care and delicacy, systematically disassembling it while it is concealed by protective covering.

The government states that any remaining materials from the tower and its nearby communal spaces can be meticulously taken away and potentially reused in a memorial, should the community decide to do so.

Before the announcement was made official, Ms. Rayner sent letters to the families, survivors, and local community members informing them about the upcoming demolition.
