During the Prime Minister's Questions, Sir Keir Starmer charged Kemi Badenoch with spreading 'lies,' while the Conservative leader called for a national investigation into 'rape gangs.' The Tories have proposed a modification to a child protection bill to mandate a national inquiry into grooming gangs, a move Labour argues could jeopardize the bill's survival.

Sir Keir Starmer has charged Kemi Badenoch with spreading "falsehoods" following the Conservative leader's demand for a nationwide probe into "rape gangs."

During her inaugural Prime Minister's Questions session of 2025, Ms. Badenoch urged the government to initiate a fresh national investigation into the past grooming gangs issue, which she referred to as the "rape gang" scandal.

The Conservative Party chief contended that the earlier investigation led by Professor Alexis Jay, released in 2022, failed to consider "thousands more victims" who are still being affected, and therefore, he asserted that there is a need for a new inquiry.

"She stated that thousands more have suffered, yet the connections haven't been made, the full scope remains unseen, and it's likely still happening."

"This ranks among the most egregious scandals in the history of Britain."

The Conservative Party proposed a change to the Children's Safeguarding and Schools Bill, set for discussion following Prime Minister's Questions, calling for a mandatory investigation into grooming gangs – a move that Labour claims might jeopardize the bill's survival.

Before the discussion, Sir Keir stated, "Our attention must be on the victims and survivors."

"This approach is unproductive. Engaging in falsehoods, spreading misinformation, and hurling insults doesn't benefit them at all."

This morning, the prime minister met with victims and expressed concerns that launching another investigation could postpone measures aimed at preventing abuse.

Ms. Badenoch reported that a victim from Telford expressed a desire for a new inquiry, stating it would enforce accountability more effectively than earlier investigations by having the authority to compel witnesses to testify under oath.

Sir Keir stated that initiating a new inquiry would postpone the execution of Professor Jay's suggestions until 2031.

He criticized the Conservatives for not putting into action any of the recommendations from 2022, stating, "They've been busy on social media and making statements. We've been taking real steps."

The prime minister has expressed opposition to holding another inquiry, yet his official spokesperson mentioned that the government would consider it if approached by the victims seeking a new inquiry.

His confession followed statements from safeguarding minister Jess Phillips, who, in a conversation with Sky News' political editor Beth Rigby on the Electoral Dysfunction podcast, mentioned that "nothing is off the table" in addressing the scandal involving grooming gangs.

She stated, "If the victims approach me during the panel and express a need for a national inquiry, I will certainly hear them out."

The controversy surrounding grooming gangs has resurfaced in the news following criticisms from Elon Musk, who accused Sir Keir Starmer and Minister Jess Phillips of neglecting children's welfare.

The tech mogul has charged Sir Keir with playing a role in the system's shortcomings in safeguarding victims and bringing perpetrators to justice during his tenure as the director of public prosecutions from 2008 to 2013.

Sir Keir has responded to Musk, stating that his history demonstrates his direct approach to addressing the problem.

Latest in Politics: Ex-chair of child abuse investigation argues against the necessity of a new inquiry

The controversy began when it emerged last week that Jess Phillips, the minister for safeguarding, had turned down Oldham Council's request for a government-led investigation into past grooming gangs in the area, stating that the council should conduct its own inquiry.

She has responded firmly to Mr. Musk's recent criticisms of her.

Sky News examines the chronology of the grooming gangs controversy, the investigations that followed, and the involvement of Sir Keir.

How did the scandal involving grooming gangs come to light and what legal actions have been taken?

From 2001, authorities were given lists of taxi drivers accused of collecting girls from Rotherham care facilities for exploitation. However, it wasn't until 2010 that the first guilty verdicts were handed down, with subsequent convictions continuing through 2024, totaling 61.

2004: A Channel 4 documentary detailing allegations that young white girls in Bradford were being sexually groomed by Asian perpetrators was postponed following warnings from police that it might exacerbate racial strife. The documentary was eventually broadcast three months after its initial scheduled release.

2010: A group of 11 men, mostly from Asian descent, were found guilty of crimes related to the sexual exploitation of minors in Derbyshire.

2011: Times reporter Andrew Norfolk begins to get anonymous hints about child abuse by mainly Asian males in Rotherham. Despite facing accusations of racism and worries that extremist groups might exploit the story, his determination to follow through brought the issue to light, prompting a nationwide investigation.

2011: A young woman exploited by a grooming gang in Huddersfield pens a letter to a judge detailing her ordeal. It took until 2013 for another survivor to approach the police and file formal complaints, which led to numerous other girls and boys being interviewed over the subsequent three years. Victims and their families reported that they had continuously informed the police and other officials, yet no action was taken.

2011: In Oxford, authorities initiate Operation Bullfinch, a collaborative police and council effort to investigate a child sex abuse network. The operation leads to its first convictions in May 2013, followed by additional convictions in the years 2015, 2016, 2019, and 2020.

May 2012: In a significant legal development, nine men from Rochdale and Oldham were convicted for their roles in a child sexual exploitation ring that operated out of two fast food outlets in Greater Manchester starting in 2008. The subsequent year, an additional five individuals from the Rochdale area were sentenced to prison for their involvement.

May 2013: It has been revealed that seven men were imprisoned following the culmination of trials addressing child sexual abuse incidents in the Telford region.

2014: In Bristol, 13 men were found guilty of child sexual exploitation following the completion of Operation Brooke.

In 2017, 29 individuals associated with a grooming gang in Huddersfield faced charges, though a reporting restriction was initially placed on the case to prevent influencing subsequent trials. This embargo faced criticism from far-right factions, notably Tommy Robinson (real name Stephen Yaxley-Lennon), who received a 13-month prison sentence, later shortened to nine months, for breaching the restriction by recording outside the courthouse during the trial.

2018: A group of twenty men, predominantly of Pakistani descent, involved in the Huddersfield child exploitation network, were found guilty of committing 120 acts of rape and other abuses targeting 15 young girls. Collectively, they received sentences amounting to 221 years.

Due to the large number of individuals involved, it was necessary to conduct three distinct trials. By August 2021, additional convictions increased the total to 41 men.

In 2023, Prime Minister Rishi Sunak's administration established a specialized task force to address grooming gangs, incorporating skilled personnel from each of the 43 police departments across England and Wales, along with data analysts. By May 2024, this initiative led to the arrest of 550 suspects and the identification of 4,000 victims.

2023: Nine additional individuals have been indicted for sexual crimes in Rotherham as part of Operation Stovewood, with the majority of these incidents occurring between 2003 and 2008.

2024: In Rotherham, Operation Stovewood results in the conviction of 11 additional men for exploiting vulnerable young females.

What investigations have taken place?

There have been 10 investigations and studies regarding the grooming gangs.

2013: A report by the Home Affairs Select Committee on the Rochdale incidents concludes that the police, social workers, and Crown Prosecution Service (CPS) prosecutors failed to safeguard the children involved.

2014: A study initiated by the council in 2013 and conducted by Professor Alexis Jay reveals that, between 1997 and 2013, approximately 1,400 minors in Rotherham were victims of sexual exploitation, primarily at the hands of men of British-Pakistani descent.

Former Home Secretary Theresa May initiated the Independent Inquiry into Child Sexual Abuse in England and Wales in response to the Jimmy Savile scandal. Professor Jay took over as chair after the resignation of three previous chairs.

2015: Following a Freedom of Information request by the Birmingham Mail, a 2010 report from the West Midlands Police is made public.

The document reveals that police were aware, as early as five years prior, that Asian grooming gangs were preying on children near schools in Birmingham, yet they harbored concerns about potential community unrest if these details were disclosed.

2015: An investigation into Rotherham Council, initiated by the government and overseen by Baroness Casey, reveals that the council maintained a hostile and misogynistic environment that concealed data and muffled those who attempted to expose wrongdoing.

A fresh investigation into child sexual abuse in Rotherham has been initiated, following the conviction of 19 men and two women in 2016 and 2017 for sexual crimes that occurred starting in the late 1980s.

2015: A comprehensive investigation conducted by the Oxfordshire Safeguarding Children's Partnership revealed that as many as 373 children, among them 50 boys, may have been victims of grooming and sexual exploitation in the area. The report criticized Thames Valley Police for their skepticism towards the complaints made by these children.

2019: Greater Manchester Mayor Andy Burnham orders a comprehensive investigation into allegations of child sexual abuse in Oldham's shisha bars between 2011 and 2014, following a request from Oldham Council.

2020: The Home Office declines to publish a study on grooming gangs, stating that disclosing it does not serve the public interest. After facing public backlash, it eventually releases the document, which concludes that there is no reliable proof that any specific ethnic group is disproportionately involved in child sexual exploitation. Critics label the report a cover-up.

2022: After an eight-year investigation, the Independent Inquiry into Child Sexual Abuse, led by Professor Jay, is released. The report reveals that authorities, including the police and local councils, minimized the extent of the issue, and victims were frequently held responsible for their own abuse.

The report suggests several measures such as compulsory disclosure of child sexual abuse by professionals in child-related sectors, setting up a nationwide monetary restitution program for victims failed by organizations, and the formation of an agency dedicated to child safety.

In 2022, local officials in Oldham demanded a national investigation into the issue of grooming gangs, but the request was declined by the Conservative government, which instead advised that the local council should undertake its own review.

2022: The investigation into the grooming gangs in Oldham, conducted by Greater Manchester, was published. It revealed that both the police and the local council did not safeguard at-risk youth and concealed their shortcomings.

2022: The independent investigation in Telford released its findings, revealing that over 1,000 children were victims of sexual exploitation within the town. The report disclosed that this abuse persisted for several years, often with the victims themselves being wrongfully blamed.

The investigation revealed that concerns were not pursued due to apprehensions regarding racial sensitivities, which led to discouragement among teachers and youth workers from reporting incidents of child sexual exploitation.

In 2024, Oldham council members renewed their demands for a governmental investigation, however, Jess Phillips, the minister responsible for safeguarding, stated that the council itself must undertake the investigation.

What role does Sir Keir Starmer play?

2008-2013: For a span of five years, Sir Keir Starmer served as the Director of Public Prosecutions (DPP), leading the Crown Prosecution Service (CPS), the agency responsible for overseeing criminal cases in England and Wales.

2009: The Crown Prosecution Service faced backlash for its decision not to pursue legal action against suspects of the Rochdale grooming gang in 2008 and 2009, citing the primary victim's lack of credibility as the reason for discontinuing the case.

During the fiscal year of 2010-2011, the number of child sexual abuse cases prosecuted peaked at 4,794 under the tenure of Sir Keir as the Director of Public Prosecutions (DPP). By the 2016/17 financial year, this number had escalated to nearly 7,200

2011: Nazir Afzal, the chief prosecutor for northwest England, appointed by Sir Keir, reversed the previous decision not to prosecute in Rochdale.

2013: According to a report by the Home Affairs Committee, the Crown Prosecution Service distinguished itself from other agencies by openly acknowledging its shortcomings in serving victims. The CPS has actively sought to understand the root of these widespread issues and has made efforts to enhance its procedures to prevent future occurrences.

The report noted: "Throughout his tenure as DPP, Mr. Starmer has made concerted efforts to enhance how victims of sexual assault are treated within the criminal justice system."

Former Manchester detective and whistleblower Maggie Oliver spoke to the BBC, stating that the Crown Prosecution Service (CPS) holds significant responsibility for the shortcomings related to this matter, which includes levying insufficient charges and faulting the victims.

2013: Sir Keir updated the guidelines regarding child sexual exploitation to facilitate more effective future legal actions. Previously, the credibility of victims could have been questioned if they did not report the abuse promptly, or if they had been under the influence of drugs or alcohol, or if their attire and behavior were judged in certain ways.

2013: Sir Keir established the Child Sexual Abuse Review Panel to reassess decisions made by the CPS to either not press charges or to discontinue cases from June 5, 2013, onward.

What statements has Elon Musk made?

The billionaire, active on X—a platform under his ownership—frequently shares posts daily. He has participated in multiple interviews and previously addressed issues concerning grooming gangs and child sexual exploitation. He has expressed support for both the Reform party and Tommy Robinson, and started consistently discussing the grooming gang scandal from late December to early January, often in reaction to comments from others.

31 December: Reacting to a post on X about grooming gangs that stated "the government went to great lengths to hide the crimes due to political correctness," Mr. Musk responded: "The officials in the government and judiciary involved should be dismissed in disgrace for this."

In reply to a message stating, "Parents trying to save their kids were detained upon police arrival," he commented on X, "Numerous individuals in various positions of authority in the UK should be incarcerated for this."

1 January: Following a string of responses to comments that shared comparable sentiments, showing empathy towards Tommy Robinson and endorsing Reform, he replied to a message that stated, "Labour's Jess Phillips, Minister for Safeguarding, declined to support a public investigation into child exploitation in Oldham," with a remark: "Disgraceful behavior by Jess Phillips. She should be expelled."

2 January: He replies to a flyer by advocating for another vote, then…

He writes: "In Britain, grave offenses like rape necessitate the endorsement of the Crown Prosecution Service (CPS) before police can formally charge individuals. During the period when exploitation rings targeted young girls with impunity, who was leading the CPS? Keir Starmer, from 2008 to 2013."

Who currently oversees Jess Phillips? Keir Starmer. The primary cause she's declining to probe into the rape gangs is due to the potential repercussions it could have on Keir Starmer, who was leading the CPS during that period.

In reply to a comment that disapproved of what was referred to as the legacy media, he stated: "This is the exact media that concealed the truth that over 250,000 young girls were – and continue to be – relentlessly assaulted by gangs of migrants in Britain. They are utterly despicable. Reprehensible individuals."

3 January: Reacting to a discussion on the expenses of another public inquiry, he comments: "No UK government investigation into the gang rape of innocent young girls, yet £22M is allocated to a clearly violent madman. Shame, shame, shame."

He proceeded to charge Keir Starmer with being "complicit" and labeled Jess Phillips as an "apologist for rape genocide."

4 January: He reacted to a report in The Daily Telegraph that alleged a concealment of the grooming scandal by stating "How the rape of Britain was covered up." He later remarked, "The sniveling cowards who permitted the widespread abuse of young girls in Britain still hold power… for now."

Political Maneuvering: Why the Tories’ Push for a Grooming Gang Inquiry May Fail Despite Commons Support

Published

on

By

The Conservative Party's efforts to initiate an inquiry into grooming gangs through a proposal in the Commons are unlikely to lead to an actual investigation, despite their push for one. Even if their proposal is approved, it won't necessarily trigger a formal inquiry.

Journalist specializing

Tuesday, January 7, 2025, 7:

The Conservative Party's efforts to compel Members of Parliament to support a legislative inquiry into child sex gangs will not necessarily result in such an investigation, even if it gains approval in the House of Commons.

In the latest developments, Conservative leader Kemi Badenoch has announced her party's intention to propose an amendment to the Children's Wellbeing Bill this Wednesday, calling for a mandatory investigation into grooming gangs.

In her piece for X, Ms. Badenoch expressed her desire for "members of all political groups" to endorse the investigation.

Adopting the amendment would not necessarily compel the government to initiate an inquiry; rather, it would result in the demise of the legislation.

Live Politics: Downing Street has not set a schedule for the release of the investigation

Explaining the reasons…

What is the purpose of this modification?

Initially, it should be emphasized that actions of this nature are primarily driven by political motives, as opposed to procedural concerns.

By pushing for a vote on a modification and with Labour in opposition, the Conservatives can highlight that Labour voted against an inquiry.

Labour's substantial lead makes it nearly impossible for the Conservatives to secure a victory, a strategy commonly employed by all opposing parties.

Conservative tacticians are likely also aiming to stir discord among Labour MPs who may be dissatisfied with how Downing Street or Sir Keir Starmer are handling the situation.

Read more: Not reporting child sexual abuse to be criminalized. Starmer responds to demands for investigation. Analysis: Navigating politicians' interactions with Elon Musk.

Why wouldn't backing the amendment lead to an investigation?

Here, we delve into the complexities of parliamentary protocol.

When a piece of legislation is brought forward in the House of Commons, it undergoes multiple phases. Initially, it is presented to the members of the House, and at this stage, there is no discussion.

Following that, a "second reading" takes place, during which Members of Parliament discuss the bill for the first time and cast their votes to decide if it should move forward.

Following this stage, Members of Parliament delve into detailed examination of the bill in a committee setting, scrupulously analyzing and suggesting changes to each line. This process is accompanied by additional voting and further deliberations in the House of Lords prior to the bill being enacted into law.

The proposed legislation concerning children's welfare is scheduled for its second discussion this coming Wednesday.

For optimal video playback, it is recommended to utilize the Chrome browser.

As previously stated, changes are usually not made until following this phase.

In advancing an amendment during the second reading, the Conservatives are employing a strategy referred to as a "reasoned amendment."

If approved, this measure would terminate the proposed bill, preventing it from advancing to subsequent rounds of voting.

Additionally, this would prevent the government from bringing the Children's Wellbeing Bill back before the next King's Speech.

The intent of the Children's Wellbeing Bill is to overhaul aspects such as the child care system and the safety of children in educational environments.

Subscribe to our channel to stay updated with all the latest news.

Is a vote scheduled to occur?

The decision to hold a vote rests with the Speaker of the House of Commons.

It's uncertain whether he will opt for the amendment, but typically, amendments proposed by the opposition leader and backed by the shadow cabinet are chosen for discussion.

A "reasoned amendment" must be crafted with care, particularly by providing a clear and specific justification for opposing the bill.

Erskine May, the authoritative guide for the House of Commons, specifies that the standard procedure involves phrasing such as "this House declines to give a second reading to a bill which …", or "to the … Bill because …".

This involves casting a vote not just on the overall bill, but specifically through the usual voting process.

The most recent instance of a bill effectively terminating legislation occurred in 1986.

Efforts by Margaret Thatcher to change the laws regarding Sunday trading were stopped at that time by the Labour Party, under the leadership of Neil Kinnock.

The session experienced some disarray. Initially, the Speaker declined to permit Members of Parliament to cast their votes on Mr. Kinnock's amendment, but later reversed this decision during the course of the debate.

Following a late-night vote that saw considerable dissent within her party, Mrs. Thatcher faced defeat due to Tory rebels.

What are the different groups claiming?

Following Ms. Badenoch's declaration on Monday, the Conservatives have reinforced their stance.

A representative from the party stated: "Labour is seeking any reason to avoid initiating a crucial nationwide investigation into child rape grooming gangs.

Labour's efforts to use parliamentary rules to shift focus from the victims will not shield them from their ethical failings, nor will it excuse their inability to provide the victims with the clarity they need.

"Labour members of Parliament are now presented with the opportunity to make a just decision by casting their votes in favor of justice."

Labour, on the other hand, contends that previous investigations have already done the necessary work to examine grooming gangs.

Chancellor Reeves to Impose Further Cuts on Whitehall Amid Economic Downturn, Testing Government Promises

Sky News has learned that Rachel Reeves is likely to impose stricter budget constraints on Whitehall's public services in the upcoming spending review, due to the deteriorating economic forecast.

This sets up a confrontation between the chancellor and certain ministers who believe she is forsaking the commitments outlined in the manifesto that they are supposed to implement. They argue these can't be met under the constraints of stringent budgets, all in an effort for her to keep her own pledges.

In the latest budget announcement, the chancellor pledged to fund routine governmental expenditures via tax revenues instead of resorting to loans, a practice that hasn't been seen in many years.

In the budget announced in October, she allocated herself a slender margin of £9.9 billion, from an overall public spending amount that exceeds £1 trillion.

Jess Phillips Responds to Elon Musk – Latest Political Updates

Deteriorating economic situations, characterized by the highest borrowing rates seen since 1998, suggest that the financial cushion might now be reduced to as low as £1 billion and could potentially be depleted completely.

Sky News has learned that the Treasury is preparing for the scenario where, during the spring statement on March 26, the Office for Budget Responsibility determines that she has violated her fiscal rule, prompting immediate corrective measures.

Further Insights on Rachel Reeves

There is significant worry regarding UK bond yields and the state of the economy, however, this situation does not parallel the Liz Truss era.

In such a scenario, Ms. Reeves would be compelled to further reduce the budgets for public spending and also seek extra cuts in welfare funding, which might be unfavorable politically.

In her financial plan, Ms. Reeves designated an increased spending rise of 4.3% for the fiscal year 2024-2025, followed by a more restrained increase of 2.6% for 2025-2026

However, she has earmarked a mere 1.3% from 2026 to 2029, which falls below the levels seen during the administrations of Tony Blair and Gordon Brown, as well as during Boris Johnson's tenure.

For further information: This century's peak in long-term borrowing expenses. What are the financial guidelines of the Labour Party? Deteriorating economic scenarios could compel Ms. Reeves to tighten budgets more severely, possibly providing less than 1.3% annually post-2026. Such constraints could lead to conflicts with key departments such as the Home Office, justice, housing, transportation, and environmental agencies.

The 1.3% increase must already include a rise in defense funding to set the UK on track to achieve 2.5% of its GDP for defense, indicating reduced budgets for other Whitehall departments. Any additional cuts to the budget will probably be met with dismay by certain cabinet members.

Education Secretary Bridget Phillipson has criticized the Conservatives, labeling them as opportunists who are indifferent to children's welfare, in their push for a nationwide inquiry into grooming gangs.

The Conservative Party has proposed a change to the Children's Wellbeing and Schools Bill, which is scheduled for discussion on Wednesday, that calls for a mandatory investigation into grooming gangs following the refusal of safeguarding minister Jess Phillips to initiate one.

Adopting the amendment might not compel the government to initiate an investigation, but it could result in the failure of the entire bill, which is designed to enhance the protection of children, to pass through parliament.

Latest in Politics: Conservatives Challenged to 'Act or Remain Silent'

Ms. Phillipson informed Sky News' Wilfred Frost that the Conservative government failed to act on any suggestions from the eight-year national investigation into grooming gangs that concluded in 2022.

The education secretary stated, "The initiatives and laws I am announcing today advance our efforts by mandating that every local council establish dedicated teams to ensure the safety of children."

"Recently, those who have joined the cause don't actually care about the children or taking steps to bring about change."

"They had ample time to accomplish it, yet they failed to do so."

The controversy surrounding grooming gangs has resurfaced in the news recently, with tech mogul Elon Musk charging Sir Keir Starmer with involvement. Starmer was the Director of Public Prosecutions from 2008 to 2013, during which time several of these gangs were active.

Mr. Musk has criticized Ms. Phillips for dismissing the idea of a national inquiry, pointing out that she believes it should be conducted by Oldham Council, the body that called for it.

In 2022, the Conservative party followed suit.

Sir Keir and Ms Phillips responded to Mr. Musk's criticisms, emphasizing their proven track record in safeguarding children.

Ms. Phillips conveyed to Sky News' political editor, Beth Rigby, "He should proceed with his plan to reach Mars. Elon Musk will continue being Elon Musk."

"There are more significant matters on my mind."

For an enhanced video experience, consider using the Chrome browser.

Ms. Phillipson noted that several Conservative MPs, who are now calling it a "national scandal" that no actions were taken following the inquiry, were actually ministers at the time of its release in 2022.

She stated, "I concur that it's a disgrace for the nation that no action was taken."

"Do they even own a mirror? It's ironic because they are the ones who failed to take action, and now, these same Conservatives are planning to obstruct our bill that aims to protect children.

"I believed there was a boundary to their descent, but I underestimated it."

Laura Trott, the Conservative shadow education secretary, stated that her administration responded to the national inquiry, with Rishi Sunak establishing the Grooming Gangs Taskforce in 2023. This initiative led to 550 arrests and the identification and protection of 4,000 children within a year.

She informed Sky News that it's still unclear how many victims and perpetrators there are, which makes a national inquiry "extremely crucial."

"They ought to take action or remain silent, support this bill, and do exactly that. Or are they merely interested in securing a quick headline and capitalizing on political opportunities?"

Jess Phillips has stated that all options, including potentially launching a new national inquiry, are being considered in response to the grooming gangs scandal if that is what the victims desire.

During a discussion on the Electoral Dysfunction podcast with Sky's political editor Beth Rigby, the safeguarding minister revealed that she intends to engage with victims through a newly established government panel announced earlier this week.

"She stated that all options are being considered."

"If the victims approach me during the panel discussion and express their belief that a national inquiry is necessary, I will certainly take their views into account."

She made her remarks following revelations that she had declined Oldham Council's request for a government-led inquiry into the town's grooming gangs, advising the council to organize the investigation themselves.

This has resulted in tech magnate Elon Musk criticizing her and Sir Keir Starmer for their failure to initiate a nationwide investigation, while also alleging that the prime minister is "complicit" in the misconduct.

In 2022, Professor Alexis Jay concluded an extensive eight-year investigation into child sexual abuse across the nation and presented a set of recommendations to the government.

Speaking to Sky News, Education Secretary Bridget Phillipson accused the Tories of indifference towards children's welfare, arguing that the amendment might jeopardize the progress of the entire bill.

She stated, "The initiatives I am introducing today, along with the legislation, are more comprehensive as they mandate every council to establish dedicated teams focused on child protection."

"Recently, the newcomers on the bandwagon show little concern for children or taking decisive action to address the issue.

"They had ample time to accomplish it, yet they failed to do so."

In 2022, the Conservatives dismissed a request from Oldham Council for a governmental investigation.

MPs Reject New National Inquiry into Grooming Gangs Amid Allegations of Political Maneuvering

Members of Parliament reject proposal for a fresh national investigation into grooming gangs

The decision, primarily ceremonial in nature, was intended to pressure the Labour Party following remarks from Elon Musk that reignited public attention on the issue.

Political correspondent @fayebrownSky

Wednesday, January 8, 2025, 23:

A Conservative attempt to initiate a new nationwide investigation into the scandal involving grooming gangs was rejected by Members of Parliament, who criticized it as an act of "political game playing".

Members of Parliament voted down the proposed change to the Children's Wellbeing Bill, with 364 against and 111 in favor, resulting in a majority of 253

Even if the House of Commons had backed the proposal, parliamentary rules would have prevented it from compelling the government to initiate the requested investigation.

Rather, it would have doomed the government's proposed laws, which are designed to overhaul aspects such as the child care system and improve academic standards in schools.

Stay updated on politics: Responses to recent ballot

This evening's ballot was mostly ceremonial, intended to increase scrutiny on the Labour Party after recent news cycles dominated by Elon Musk's remarks, which reignited discussions on grooming gangs.

The wealthiest individual globally has criticized Sir Keir Starmer and Jess Phillips, the minister for safeguarding, following her dismissal of a proposed nationwide investigation into child sexual abuse in Oldham, arguing that such an inquiry should be conducted locally.

Previously, the Conservative Party stated that an investigation in Oldham should be conducted at the local level and, in 2015, initiated a nationwide inquiry into child sexual abuse that lasted seven years. This inquiry, headed by Professor Alexis Jay, examined the issue of grooming gangs.

Despite not acting on its suggestions during their tenure, Sir Keir has committed to adopting its recommendations rather than initiating a new probe into the matter.

The voting record indicated that no members of the Labour Party supported the amendment proposed by the Conservatives.

Supporters of the motion comprised all five MPs from the Reform party and 101 Conservative MPs. However, notable absences in the vote included former Prime Minister Rishi Sunak and former Home Secretaries James Cleverly and Suella Braverman, who did not cast votes.

The Liberal Democrats chose not to vote, indicating that they plan to propose their own amendment that demands the implementation of all recommendations once the Bill proceeds to the committee stage. They aim to do this to prevent hindering the progress of crucial child protection provisions.

Engaging in political maneuvers is typical for opposition groups, yet it seems some Conservatives missed the notice.

Chief political correspondent

Chris Philp labeled Sir Keir Starmer as "disgusting" and accused Labour MPs of "cowardice" following the Tories' significant 364-111 loss on initiating an investigation into what he termed "the rape gangs scandal".

However, not every Conservative MP seemed to echo the shadow home secretary's enthusiasm for calling an inquiry. Additionally, some prominent figures were notably missing and did not support the Tory amendment by voting for it.

A significant figure who chose not to participate was Simon Hoare, the MP for North Dorset and a committed supporter of the One Nation approach, who has regularly warned his party against embracing crude populism and impulsive responses to contentious topics.

On Monday in the House of Commons, amidst discussions prompted by Yvette Cooper's address regarding child sexual exploitation and abuse, Mr. Hoare informed fellow Members of Parliament, "I believe the Home Secretary is correct in asserting that the public is eager for immediate action."

Indicating his dissatisfaction with his party's calls for a fresh investigation, Mr. Hoare stated, "Honestly, I am skeptical that a new public inquiry will reveal any further details or insights on this matter."

However, the intellectual Mr. Hoare was not the only prominent figure among the 16 Conservatives who abstained from voting. Unexpectedly, this group also featured two ex-Tory home secretaries, Suella Braverman and James Cleverly.

Ms. Braverman subsequently explained that she did not participate in the vote because she was paired with an MP from the opposing party, allowing both to be absent due to her commitment to a significant engagement in her constituency.

It may not come as a shock that Rishi Sunak was absent. However, present shadow cabinet members Stuart Andrew, Richard Fuller, and Andrew Bowie, along with former attorney generals Sir Geoffrey Cox and Sir Jeremy Wright, were also missing.

The amendment from the Tories garnered support from 111 Members of Parliament, consisting of 101 from the Conservative Party, all five members from Reform UK, two MPs from the Democratic Unionist Party, Jim Shannon and Sammy Wilson, and three additional representatives from Ulster, namely Jim Allister, Robin Swann, and Alex Easton.

The 72 Liberal Democrat MPs led by Sir Ed Davey chose not to vote, leading Mims Davies, the Conservative shadow minister for equalities, to criticize them, stating: "Whenever the Liberal Democrats have a chance to halt Labour, they choose to do nothing."

However, Labour countered the Conservative's criticism by pointing out initiatives within the Children’s Wellbeing and Schools Bill aimed at protecting at-risk youth. "It’s obvious that playing political games is more important to the Conservatives than protecting children," a spokesperson remarked.

To put it in perspective, engaging in political maneuvers is typical for opposition parties, yet Labour has criticized Kemi Badenoch for political opportunism—a tactic frequently used by oppositions as well. However, it seems that not every Conservative MP was aware of this strategy.

In a discussion with Sophy Ridge on Politics Hub prior to the vote, Education Minister Stephen Morgan criticized what he described as "political maneuvering."

He stated, "The Conservatives have introduced a destructive amendment that essentially stops this bill from progressing."

"This is merely political maneuvering, which I believe does not align with the desires of victims. Victims are looking for significant reform."

In addition to the Jay investigation, several other regional investigations took place, notably in Telford and Rotherham.

For optimal video playback, it is recommended to use the Chrome browser.

Addressing the assembly earlier today during Prime Minister’s Questions, Sir Keir Starmer charged Conservative head Kemi Badenoch with opportunistically aligning herself with Mr. Musk's actions, accusing her of disseminating "falsehoods and misinformation."

Discussing her tenure as the minister for children and equalities, the prime minister stated, "I don't remember her ever bringing up this matter in Parliament or advocating for a nationwide investigation."

He mentioned that after speaking with grooming gang victims earlier today, they expressed a strong desire for immediate action rather than the postponement caused by another investigation.

Ms. Badenoch has suggested that the public may become concerned about potential concealment if the prime minister ignores demands for a nationwide investigation, and noted that thus far, no one has fully connected the pieces regarding grooming issues.

Over a decade ago, girls as young as 11 were subjected to grooming and sexual assault in several English towns, such as Oldham, Rochdale, Rotherham, and Telford, a horrific situation that came to light nationally in 2013.

New Legislation Targets Creators of Sexually Explicit Deepfakes in Sweeping Online Safety Reform

Government pledges action against producers of non-consensual sexual deepfakes and intimate content

This initiative is included in a series of legislative proposals concerning sexually explicit materials, following statements from victims' advocate Alex Davies-Jones regarding the online harassment experienced by one in three women.

Tuesday, January 7, 2025, 4:

Individuals who produce explicit deepfake content featuring adults may face legal consequences under newly proposed legislation aimed at safeguarding women and girls.

Currently, the production of these images involving minors is prohibited. However, the legal protections are set to extend to adults, following the Ministry of Justice's announcement regarding the rapid and concerning increase of these highly realistic images.

Deepfakes consist of manipulated photographs designed to convincingly depict events that never actually occurred.

Typically, they're generated by AI technologies that react to user inputs.

Individuals involved in producing and distributing sexually explicit deepfake content may face legal consequences under the forthcoming legislation.

The authorities have not disclosed the potential penalties for those convicted of the crimes.

The Labour administration pledged in its manifesto for the 2024 general election to outlaw the production of sexually explicit deepfake content.

Political Update: Starmer Teases Farage Over Sudden Loss of Musk's Backing

Jess Phillips leaves open the possibility of a fresh nationwide investigation into grooming gangs

Jess Phillips fires back at Elon Musk, urging him to focus on his Mars mission.

This initiative is included in a series of legislative measures concerning private images, following statements from Victims Minister Alex Davies-Jones, who reported that one out of every three women has experienced online abuse.

Under the new regulations, taking private photos without permission could lead to a maximum of two years in jail.

Currently, it is against the law to distribute or even threaten to distribute a private image without permission. Yet, the act of capturing such an image without consent is only criminalized under specific conditions, like in cases of upskirting.

In related news, under a newly enacted statute, individuals who set up devices to secretly record sensitive visuals without permission could be subjected to a maximum of two years incarceration.

Ms. Davies-Jones stated, "It is intolerable that a third of women have experienced online harassment."

This repulsive and degrading type of sexism must never be accepted as normal. As a component of our agenda for transformation, we are intensifying our efforts to combat violence against women in all its manifestations.

"These updated laws are designed to shield individuals from online harassment. We are warning perpetrators that they will be subjected to the stringent application of legal consequences."

The upcoming crime and policing bill from the government will incorporate the new regulations, though the timeline for their introduction remains unspecified.

In 2022, Cally Jane Beech, a 33-year-old social media influencer and ex-Love Island star, was shocked to find out that an image of her modeling for an underwear campaign had been digitally altered using artificial intelligence to appear nude, and was circulating on the internet.

The original photo was posted on a platform that employs technology to alter images of individuals clothed to appear as though they are nude.

She explained to Sky News: "It was incredibly lifelike, as if I was the only one who could tell the difference. It appeared to be me, yet it also didn't."

She continued, "This shouldn't exist. It's not a simple coloring book, nor is it a trivial matter. This involves people's identities and the unwarranted removal of their clothing."

Ms. Beech faced difficulties in persuading the police to recognize the incident as a criminal act when she reported the events.

"They were unsure of how to handle the situation, and since the website displaying the image operated worldwide, they claimed it was beyond their legal authority."

The communications took place from April 2024 to January 2025 and involved three individuals, one of whom was the MP for Birmingham Yardley.

It has been reported that the individual from Seaton, located in East Devon, was formally charged this past weekend.

He has been released on bail and is scheduled to appear at Exeter Magistrates' Court on February 18, 2025.

UK Government to Criminalize Failure to Report Child Sex Abuse Amidst Political Tensions and Public Outcry

Published

on

By

Not reporting child sexual abuse will soon be illegal in the wake of controversy over grooming gangs, according to Home Secretary Yvette Cooper. She has introduced new initiatives to tackle child sexual exploitation, yet has not agreed to a public inquiry despite calls from the Conservative Party and Elon Musk.

Political correspondent @fayebrownSky

Tuesday, January 7, 2025, 2:

The Home Secretary has declared that professionals dealing with children will be subject to criminal penalties if they do not report allegations of sexual abuse.

Yvette Cooper committed to adopting the principal suggestion from Professor Alexis Jay's inquiry into child sexual abuse, following Sir Keir Starmer's rejection of demands from Elon Musk, the Conservatives, and Reform UK for another probe into child exploitation rings.

Latest Political News

Ms. Cooper announced that the compulsory reporting requirement will be included in the Crime and Policing Bill, scheduled for presentation to parliament this spring. There will be professional and criminal penalties for non-compliance.

She criticized the Conservative Party for not implementing the legislation during their time in power, noting that she initially advocated for it in 2014 following revelations that approximately 1,400 girls had been abused in Rotherham from 1997 to 2013.

"Ten years ago, in reaction to the incidents and shortcomings reported in Rotherham, I initially advocated for this," Ms. Cooper informed the MPs.

"The prime minister initially advocated for this 12 years ago, drawing from his time as the director of public prosecutions. The argument was compelling at that time. However, we've wasted ten years, and it's crucial to act immediately."

Ms. Cooper stated that this was among three "principal suggestions" from the Jay report that the government planned to adopt. This includes designating grooming as an aggravating element in child sexual offense sentencing and establishing a new performance framework for police to ensure these crimes receive the attention they warrant.

She additionally unveiled a new panel dedicated to victims and survivors, aimed at aiding efforts against child sexual exploitation and abuse.

Ms. Cooper announced that the committee will be introduced in conjunction with a comprehensive set of initiatives to be detailed next week, which will include enhancements to legislation regarding AI-generated child sexual abuse imagery.

Established in 2015 by the Conservative government at the time, Prof Jay's Independent Inquiry into Child Sexual Abuse (IICSA) conducted 15 investigations covering various areas, such as grooming gangs, and abuse occurrences in schools and religious institutions.

The final report of the Independent Inquiry into Child Sexual Abuse (IICSA), released in 2022, outlined 20 essential recommendations aimed at diminishing child abuse. However, two years on, The Survivors Trust has indicated that none of these recommendations have been completely put into action.

Musk criticizes Starmer

The topic has resurfaced due to a series of posts on social media by Mr. Musk, the wealthiest individual globally. He has charged Sir Keir Starmer with playing a part in "the rape of Britain" during his tenure as the director of public prosecutions (DPP) from 2008 to 2013, concerning his handling of grooming gangs.

The billionaire proprietor of X has also implied that Jess Phillips, the minister responsible for safeguarding, should be incarcerated for rejecting pleas for the Home Office to conduct a public investigation into child sexual exploitation in Oldham, Greater Manchester.

Over a decade ago, numerous towns in England, such as Oldham, Rochdale, Rotherham, and Telford, were the sites where girls, some as young as 11, were subjected to grooming and sexual assault. The widespread abuse came to light in 2013, revealing a shocking scandal across the nation.

In correspondence with Oldham Council from last October, which only came to light recently, Ms. Phillips expressed her understanding of the deep emotions surrounding the issue. However, she maintained that the decision to initiate an investigation into local child sexual exploitation should rest solely with Oldham Council, rather than involving government interference.

The controversy stirred by Mr. Musk's remarks has led Conservative leader Kemi Badenoch to demand a comprehensive nationwide investigation into rape gangs. She also supported shadow justice secretary Robert Jenrick, who faced backlash for his tweet stating that the influx of "hundreds of thousands of people from alien cultures, who have medieval attitudes towards women," contributed to the grooming crisis.

Reform UK is demanding a nationwide investigation, and the Conservatives aim to bring the matter to a vote this coming week.

Shadow policing minister Chris Philp stated that the focus of the earlier investigation was primarily on different aspects of child sexual abuse and exploitation, emphasizing the necessity of uncovering the specific truths about grooming gangs.

Yvette Cooper attributed the establishment and significant financial backing of the IICSA inquiry to the Conservative Party, noting they were responsible for defining its scope.

For an enhanced viewing experience, it is recommended to utilize the Chrome browser.

During the discussion in the House of Commons, Paul Waugh, the Labour representative for Rochdale, voiced his concern that certain individuals were using the serious issue of child rape as a means of political maneuvering instead of addressing it as the heinous crime it truly is. He accused them of capitalizing on the tragedies that occurred in his constituency.

The discussion followed Sir Keir's allegations that the Tories were echoing far-right rhetoric and capitalizing on these views to attract notice. He criticized the party for not putting into action the suggestions from Prof Jay's report while they were in power towards the end of their term.

He also criticized "those who are disseminating falsehoods and misinformation" following the assaults on Ms. Phillips, stating that they are "solely concerned with their own interests, not the victims'."

European officials respond to Musk

The prime minister is not alone among European leaders in criticizing Mr. Musk.

During a Monday address, French President Emmanuel Macron highlighted his support for Germany's far-right AfD party and his growing involvement in European political affairs, presenting it as a threat to the principles of democracy.

"Who would have thought, a decade ago, that the proprietor of one of the biggest global social platforms would directly interfere with elections, including those in Germany?" Mr. Macron stated.

Germany's Chancellor Olaf Scholz has maintained a composed demeanor following criticism from Mr. Musk subsequent to the disintegration of his coalition in November.

The head of Tesla expressed support for the AfD in a commentary published in a German newspaper.

On Saturday, in an interview with Stern magazine, Mr. Scholz stated that the critiques from "wealthy media moguls who are critical of social democratic policies and freely express their views" offered "nothing new".

He expressed greater concern about Musk endorsing the AfD party than the insults being exchanged.

Defiant Starmer Confronts Musk: A New Year’s Resolve Against ‘Dangerous’ Disinformation

Published

on

Is a Fresh Approach in the Cards for Starmer This Year? The Prime Minister's Bold Move Against Musk's 'Harmful' Misinformation

Since his tenure at Number 10 began, Prime Minister Sir Keir Starmer has faced constant challenges. As 2025 dawned, he found himself the target of a barrage of criticism from the wealthiest man on the planet and his supporters on X, prompting him to respond decisively.

Political correspondent @BethRigby

Tuesday, January 7, 2025, at 7

For several days, Elon Musk and his followers have relentlessly criticized Keir Starmer, Minister for Safeguarding Jess Phillips, and the broader government regarding their management of past sexual abuse incidents.

The agreed stance within Downing Street, echoed by another of Mr. Musk's critics, German Chancellor Olaf Scholz, was to "not feed the troll."

Thus, while Mr. Musk repeatedly shared posts concerning sexual grooming rings in Northern England and labeled Ms. Phillips as a "rape genocide apologist" and a "wicked witch", the government remained uninvolved in the controversy.

On Monday, the situation took a dramatic turn as the Prime Minister delivered some of the most fervent comments I've ever heard him make in response to my question about Mr. Musk's disparaging treatment of Ms. Phillips on social media.

He claimed that the discussion surrounding child sex exploitation was rooted in falsehoods, accusing politicians of "climbing aboard the bandwagon just to garner publicity". He responded not only to Mr. Musk but also to the opposition leader, Kemi Badenoch.

"Time and again, we've observed this strategy—stirring up threats and intimidation, with the expectation that the media will give it more attention," he explained during a visit to Epsom Hospital.

"When the harmful influence of the extreme right results in significant dangers to Jess Phillips and others, it's clear to me that a boundary has been overstepped.

Elon Musk's Entry into UK Political Arena

Associated Themes:

"I appreciate the dynamic and challenging nature of politics, the vigorous discussions that are essential. However, these should be grounded in reality and honesty, not falsehoods. Not on individuals so eager for the spotlight that they would degrade both themselves and their nation."

In a surprising shift, the usually deliberate and cautious prime minister, known for his lawyer-like precision in choosing words, responded abruptly and unexpectedly to inquiries.

For an enhanced video experience, it is recommended to utilize the Chrome browser.

For an extended period, the office of the Prime Minister and the Labour administration have consistently dismissed ongoing criticisms from Mr. Musk, a strategy that has largely been justified.

The technology magnate is a close associate of Donald Trump and is poised to take on a formal position within his administration.

He might be concerned that challenging Mr. Musk could upset President Trump, complicating an already sensitive relationship on vital matters like tariffs and aid for Ukraine. So, what prompted him to respond on Monday?

I've learned that the Prime Minister is upset by the online harassment and misinformation that have resulted in threats against Ms. Phillips, culminating in the arrest and charging of an individual for sending harmful messages to the MP this past weekend.

"A Number 10 insider mentioned that it encroaches on the safety of MPs."

"Some individuals might advise to 'ignore the provocateur,' and it appears that Keir Starmer shares this sentiment, preferring not to engage in that aspect," they commented.

At certain moments, the duty of a Prime Minister involves attempting to mold these concerns, they further noted.

For optimal video playback, it is recommended to utilize the Chrome browser.

"He believes that now is the time when he must express his willingness to engage in discussion and defend his actions. However, he also emphasizes that as a nation, there are certain things we cannot tolerate, such as the spread of false or misleading information about people."

Starmer is concerned about the false information that Mr. Musk is disseminating on the internet, viewing it as a threat not only to individual MPs but also to the democratic process in the UK.

On Monday, he condemned the supporters of far-right activist Tommy Robinson, whom the Prime Minister accused of almost causing a grooming case to collapse by his actions that led to his imprisonment.

"These individuals seek an indirect excitement from the urban unrest that figures such as Tommy Robinson encourage."

Starmer stood by his performance as the top prosecutor, while Mr. Musk charged the prime minister with being "profoundly involved in widespread sexual assaults for electoral gains."

Many accusations circulating online about Starmer appear to stem from his tenure at the Crown Prosecution Service (CPS), specifically pointing to shortcomings over a decade ago in prosecuting grooming gangs: In 2009, a decision was made not to pursue charges against suspected offenders in Rochdale because attorneys felt the victim might not be perceived as believable.

Further Reading: Badenoch Demands a Much-Needed National Investigation into Grooming Scandal; Musk Believes 'Farage Lacks the Necessary Qualities' to Lead Reform Party.

"Over decades, countless victims have been failed—failed due to misguided notions of community relations or the belief that institutional integrity is paramount. They have been ignored and their voices have gone unheard," Starmer stated on Monday.

"When I served as the chief prosecutor for five years, I directly addressed the issues I observed. This is why I decided to reopen cases that were previously considered closed and resolved. I initiated the first significant prosecution of an Asian grooming gang, which, in this instance, occurred in Rochdale. It was unprecedented at the time."

He stated that his record was "open" and mentioned that during his tenure at the CPS, he advocated for "compulsory disclosure of child sexual abuse," an issue he claims the Conservatives ignored.

The third point concerns ethical conduct among public officials, as the prime minister expressed frustration with Ms. Badenoch and others for their management of the situation, criticizing politicians for their failure to condemn the attacks on Ms. Phillips.

"According to an aide, he believes that truth is essential in politics, and despite the trickery often found there, it should be an arena grounded in fact and honesty, not defamation," said the aide.

On Wednesday, the Conservative party plans to propose changes to the Children's Wellbeing and Schools Bill, aiming to mandate a comprehensive national investigation into grooming gangs. Ms. Badenoch expressed on platform X that her party's initiative would "serve justice to the victims and put an end to the culture of concealment."

Debate continues over the necessity for a more extensive investigation into past sexual abuse, including the pervasive issues highlighted by Professor Alexis Jay in her 2022 inquiry.

In light of recent actions by Musk, Ms. Badenoch has made her first significant move since assuming leadership two months ago.

On Monday, the Prime Minister stood by his choice to forego further reviews, arguing that the 2022 Jay Report offered a "thorough examination" of child exploitation and required "action rather than additional discussion or study."

Today, the Home Secretary declared in the Commons her intention to fortify legislation concerning child sexual exploitation, aligning with Professor Jay's suggested reforms.

However, these measures are not expected to resolve the dispute, as Ms. Badenoch calls for a nationwide investigation into the matter. She is using the issues of grooming gangs and past abuses as a point of contention with Labour, positioning herself to confront Starmer and compete directly with Reform.

The beginning of the new year did not go as planned for the prime minister.

Indeed, after months of evading Musk's criticisms, Number 10 has made a conscious decision not to back down, with the Prime Minister opting to start the new year by confronting these challenges head-on.

He appeared more genuine than he has in recent months while addressing critiques of his previous tenure as a prosecutor and condemning the harsh treatment directed at his fellow MP.

Since taking office at Number 10, the prime minister has faced numerous challenges, but in 2025, he has emerged
