The writers, Gao Yandong, who serves as the associate dean at Zhejiang University's Institute of Digital Rule of Law in Hangzhou, along with research assistant Liu Yicen, pointed to two fatal incidents earlier this month to illustrate the necessity for China’s public security infrastructure to establish “definitive legal foundations and procedural standards” for “recognizing individuals who pose a high risk.”

Officials reported that the individual responsible for the attack in Zhuhai was disgruntled over a divorce verdict. Meanwhile, the 21-year-old suspect involved in the stabbing incident in Jiangsu was a university student. He had been refused a graduation certificate due to failing his exams and was also upset over the insufficient wages he earned during his factory internship.

According to Gao and Liu in their article, the suspects in both instances should have been provided with psychological assistance.

The Paper, a news platform based in Shanghai, disclosed on Friday that employees at a Bank of China location in Guangan, a modest-sized city in Sichuan province, observed a man on the brink of committing an unlawful act and promptly notified the authorities.

An employee ushered patrons to safety as security officers Zhang Houcheng and Wu Han of the Guangan Investment Group monitored the suspect from afar, following the established emergency protocol.

According to the report, Zhang and Wu successfully apprehended the suspect on October 7, managing the operation smoothly without any injuries or damage to property.

The individual in question, who shares the last name Zhang, was apprehended by the police in Linshui county, who commended the security personnel for their efforts, according to the report. Additional information was not provided, and it remains unclear whether he was carrying weapons or the specifics of his purported plan.

Bank heists are a rarity in China. The most recent incident occurred in November 2022, when authorities in Taian, located in the eastern region of Shandong province, reported that an armed individual was detaining a hostage in a bank during an attempted robbery.

In the event, following an hour-long standoff during which multiple warnings were issued, law enforcement fatally shot the suspect and secured the release of the hostage.

On Wednesday, the Central Commission for Discipline Inspection (CCDI) announced that 55-year-old aerospace expert Zhu is under investigation for what they termed "serious violations of discipline and law," a phrase commonly used to indicate corruption.

Zhu is the inaugural party leader of Shanghai’s Pudong New Area to face scrutiny since the inception of the district in 1992, a key region pivotal for experimenting with China's economic policies.

Zhu was last seen in public on Monday afternoon while visiting two communities in the Pudong New Area.

He also participated in the Hongqiao International Economic Forum on November 6, where he informed attendees that Pudong would continue to advance its institutional opening and more closely adapt to international economic and trade regulations of a high standard, as reported by state media.

Previously, Taiwan would activate an air raid warning whenever aircraft or ships from the People's Liberation Army (PLA) approached within 70 nautical miles (80 miles) of its coastline. However, in recent years, this threshold has been discreetly reduced to 24 nautical miles.

The news broke on Sunday when RW News revealed that the adjustment might give individuals only three minutes to find safety during an air raid.

When queried about the decision, Taiwanese Defense Minister Wellington Koo Li-hsiung explained that the shift is a response to the escalating threats from PLA operations.

"The armed forces will closely observe and assess the circumstances to understand the objectives of the People's Liberation Army, making certain that their activities near Taiwan are not left unchecked."
