The McLaren racer tried to pass Verstappen at Turn 12, which is the slowing down area following the DRS straight.
As Verstappen delayed his braking into the turn, both drivers veered off the track, allowing Norris to secure the position.
The officials concluded that Norris acted against the rules, resulting in him receiving a penalty.
McLaren's chief, Andrea Stella, expressed his frustration following the incident, labeling it "inappropriate" for the stewards to intervene in the competition between the two leading Formula 1 title contenders.
Sharing his perspective, Verstappen believes that the rules are "very clear" and that McLaren has been "complaining a lot recently."
"No, I don't think so. They've been voicing a lot of grievances recently," he remarked during the FIA press conference in Austin.
"The regulations are explicit: overtaking is not permitted beyond the boundary marked by the white line. I have faced consequences for this in the past too."
Looking back at the competition with Norris, he commented: "I simply aimed to perform as well as possible. The car's balance was off, which prevented me from aggressively taking the corners. Norris was really pushing hard. This track is pretty advantageous for defending because there are numerous opportunities. It enhances the racing experience."
"It seems obvious that overtaking beyond the white line isn't allowed. I experienced this firsthand in 2017 or so, when I lost my podium position under similar circumstances. I focused on staying composed and managed the best I could to ensure the car reached the finish line. The tires and the conditions made it challenging. In the end, I really appreciated the competition we had."
Max Verstappen ended up in third place, trailing significantly behind, while the Ferrari team celebrated their third one-two finish of the season.
The three-time world champion admitted that Red Bull's performance had declined compared to the sprint race.
He stated that today's race didn't go as well for them as yesterday's did.
"I was having a hard time finding balance and traction. It was difficult to brake and turn the car effectively. It became clear early on that winning the race wasn't possible, so I focused on running my own race."
"As a team, we implemented the most effective strategy possible. The goal was to endure until the finish. Lando eventually joined the fray, and we engaged in some thrilling duels. Despite the enjoyment, the race was quite challenging for me overall."
