Formation of the latest Parliament and selection of the President
The inaugural meeting of the newly formed Parliament is scheduled to commence at 10:00. A draw will be held to choose eight Members of the European Parliament (MEPs) who will supervise the process of electing the President.
The presidential contenders are Roberta Metsola from the European People's Party (EPP) representing Malta, and Irene Montero from The Left party representing Spain.
A confidential paper ballot vote is scheduled to occur right after the session begins. For a candidate to be elected, they need to secure more than half of the valid votes, specifically 50% plus one.
In the event that no candidate secures a win in the initial round of voting, additional candidates can be proposed for a second round under identical conditions. Should it be required, a third round will follow, adhering to the same guidelines. If no candidate emerges victorious after the third round, the top two candidates from that round advance to a fourth and conclusive round of voting, where the candidate with the majority of votes will be declared the winner.
After being elected, the incoming President will assume the leadership position and might give an introductory speech.

Selection of Deputy Leaders
After the President is elected, Parliament will initiate the election of its 14 Vice-Presidents. These Vice-Presidents, along with the five Quaestors who will be chosen on Wednesday, make up the Bureau of Parliament.
The election process for Bureau members is defined by Parliament’s Rules of Procedure. Vice-Presidents are chosen through a single voting round, requiring an absolute majority of the votes cast. Should fewer than 14 candidates achieve this majority, a second round of voting is conducted under the same conditions to fill the remaining positions. If a third round becomes necessary, only a simple majority is needed. The order of precedence for Vice-Presidents is determined by the sequence of their election.
The Bureau of Parliament establishes guidelines to ensure the effective operation of the legislative body. Additionally, the Bureau is responsible for creating the initial draft of Parliament’s budget and making decisions related to administration, personnel, and organization.
