Details regarding the quantity and scale of Parliament's interparliamentary delegations for the corresponding time frame will be accessible here shortly. The pertinent proposal was likewise approved through a show of hands.
Guidelines for the Formation of Committees and Interparliamentary Groups
In line with the Rules of Procedure set by Parliament, the makeup of its committees and subcommittees should ideally mirror the overall composition of Parliament. This is outlined in Rules 216 and 218.
According to Rule 229, the makeup of delegations should strive to fairly represent member states, political perspectives, and genders. Additionally, no delegation can have over one-third of its MEPs originating from the same nation.
The allocation of seats on committees, subcommittees, and delegations is determined internally by the political groups and independent Members.
Upcoming Actions
The list of MEPs assigned to each committee will be revealed on Friday. The final lineup of the delegations will be officially approved at the plenary session in Strasbourg from September 16-19. Subsequently, the committees and delegations will select their Chairs and Vice-Chairs during their initial meetings. The committees of Parliament are scheduled to convene on July 23, 2024.
Context
The duties of each committee are detailed in Annex VI of the Rules of Procedure. In the last legislative term, Parliament enacted structural reforms aimed at creating a more modern and efficient institution, altering the methods by which committees and delegations manage their tasks.
Committees typically hold public meetings, except when regulations require otherwise. Their primary tasks include drafting, modifying, and voting on legislative proposals and reports they initiate independently. Additionally, they engage in discussions with Council and Commission officials, conduct hearings with outside experts, and arrange investigative missions. These committees will be pivotal in the forthcoming hearings for Commissioners-designate. Parliament has the authority to establish sub-committees and temporary special committees to address particular matters, as well as inquiry committees to look into claims of EU law mismanagement. The Conference of Committee Chairs oversees and coordinates their activities.
Delegations have the responsibility of preserving and expanding Parliament's global connections, as well as boosting the EU's presence and influence internationally. They collaborate with the parliaments of nations that are EU allies and assist in advocating for the principles outlined in the EU Charter of Fundamental Rights in other countries.
