The lawmakers urge EU nations to lift restrictions that prevent Ukraine from using Western weapons against legitimate military objectives in Russia.
The resolution passed on Thursday with 425 votes in favor, 131 against, and 63 abstentions. It states that Ukraine cannot fully exercise its right to self-defense and remains vulnerable to attacks on its citizens and infrastructure unless current restrictions are lifted.
The parliament emphasizes that inadequate deliveries of ammunition and weapons, along with restrictions on their use, could undermine the efforts made so far. It regrets the decline in the level of bilateral military assistance from EU states to Ukraine. The members of parliament reiterate their call for member states to fulfill their March 2023 commitment to supply Ukraine with one million rounds of ammunition and to expedite the delivery of weapons, air defense systems, and ammunition, including the TAURUS cruise missile. They also reaffirm their stance that all EU countries and NATO allies should jointly and individually commit to spending at least 0.25% of their GDP annually on military support for Ukraine.

The resolution urges EU member states to maintain and expand their sanctions against Russia, Belarus, and any third countries or organizations that supply Russia with military technologies and dual-use goods. Lawmakers condemn Iran's recent transfer of ballistic missiles to Russia and call for tougher sanctions against both Tehran and North Korea due to their military support of Russia's war against Ukraine. They also want additional Chinese individuals and organizations added to the EU sanctions list and advocate for stricter measures to systematically combat the circumvention of sanctions by EU-based companies, third parties, and third countries.

Members of the European Parliament are calling on the EU and its member states to actively seek broad international support for Ukraine and pursue a peaceful resolution to the conflict. They emphasize that any resolution must fully respect Ukraine’s independence, sovereignty, and territorial integrity. Additionally, they stress the importance of holding Russia accountable for war crimes and ensuring reparations and other payments from Moscow. To achieve this, the parliamentarians want the EU and like-minded partners to establish a legal framework for seizing Russian state assets frozen by the EU, which would be used to compensate Ukraine for the extensive damage it has suffered.
