Meetings

The hearings are being conducted in rooms 2Q2 and 4Q2 within the ANTALL building of the European Parliament located in Brussels. Two hearings take place at the same time, with a maximum of six sessions each day.

Media Services and Online Streaming

Each morning, the parliamentary press service issues a reminder through EP Today about the hearings scheduled for that day. After each hearing, they provide a brief summary in a press release.

All hearings are open to the public and can be watched in real-time. You can view them via the Parliament's webcast or through EbS/EbS+.

The Parliament's multimedia center offers high-definition videos, high-resolution photos, and illustrative materials related to all hearings and each of the designated commissioners.

No special accreditation is required for the hearings. Individuals holding an interinstitutional press pass or an annual press accreditation issued by the Parliament can access the Parliament's buildings as usual.

The entrance to the ANTALL building, where the hearings are held, remains open until 10:30 PM. The main entrance to the Parliament on Rue Wiertz is accessible 24 hours a day, along with the parking garage, which has several spots set aside for media personnel arriving by car. It is important to note that parking reservations must be made through the IZIX app.

The cafeteria located in the ANTALL building will be serving refreshments from Monday, November 4, to Wednesday, November 6, and again on Tuesday, November 12, between 8:00 AM and 10:30 PM. On Thursday, November 7, it will operate from 8:00 AM to 6:30 PM. Meanwhile, the bar in the SPINELLI building will remain open until midnight from November 4 to November 6 and on November 12.

The easiest way to reach the hearings is by entering the Parliament through the ANTALL building entrance, which leads directly to the respective meeting rooms. Alternatively, the entrance for the press and visitors at the SPAAK building is accessible throughout the week.

Individuals without accreditation need to apply for a temporary pass on the parliament's registration website and collect it from the media accreditation office located in the accreditation center (Altiero Spinelli Building, Esplanade Solidarność, 01F035).

Monday, November 4th – Thursday, November 7th, from 8 AM to 8 PM

Friday, November 8, from 8:30 AM to 1 PM

Monday, November 11th: 8:30 AM to 5:45 PM

Tuesday, November 12: 8:00 AM to 8:00 PM

Schedule of the Hearings

Each confirmation hearing lasts for three hours. It begins with the nominated Commission member delivering an introductory statement lasting 15 minutes. Following this, the members of parliament pose their questions. Each political group divides the time allocated to them among their members participating in the hearing. The nominated Commission member is given twice the time used for the question to respond. Before the hearing concludes, the nominated Commission members may offer a brief closing statement.

Depending on the department, a nominated commission member may be assessed by one committee or by multiple committees working in collaboration (known as the relevant committees). Additional committees might be invited to join a hearing, allowing them to contribute by asking oral questions. However, the final evaluation of the candidates is conducted by the coordinators of the relevant committee or committees.

Within a day after the evaluation is completed, the coordinators send a confidential letter of recommendation. This letter is reviewed by the Conference of Committee Chairs and then forwarded to the Conference of Presidents.

Should there be additional written questions or a resumption of the confirmation hearing, the coordinators can approve the appointment of the nominated Commission member with a minimum two-thirds majority. If this majority is not achieved, the chairperson will organize a committee meeting and conduct a secret vote regarding the candidate's suitability, where only a simple majority is needed to recommend the appointment.

Result and Conclusion of All Hearings

Once all the hearings are finished, the Committee Chairs' Conference assesses the outcomes and sends their conclusions to the Presidents' Conference. After reviewing the evaluation letters from the relevant committees and the recommendation from the Committee Chairs' Conference, the Presidents' Conference makes the final assessment and declares the hearings concluded on November 21. Following this declaration, the evaluation letters are made public.

After the hearings conclude, Ursula von der Leyen, the designated President of the Commission, presents the full team of Commission members and the new Commission's agenda to the plenary session. Following this presentation, a debate is held with the Parliament. Any parliamentary group or at least one-twentieth of the Members of the European Parliament (the lower threshold) has the right to submit a motion for a resolution.

The full commission must receive approval from the Parliament. This approval requires a majority of votes cast in a roll-call vote. Currently, the plan is for this vote to take place during the plenary session from November 25 to November 28 in Strasbourg.

Sky News has learned that four Labour MPs previously suspended for defying the party on the two-child benefit limit have now been reinstated.

Richard Burgon, Ian Byrne, Imran Hussain, and Rebecca Long-Bailey have rejoined the parliamentary Labour Party following a six-month period where they served as independent MPs in the Commons.

Nevertheless, three individuals who also resisted continue to be on suspension, with their status set to be reassessed later on.

The list features ex-shadow chancellor John McDonnell, along with Apsana Begum and Zarah Sultana.

The organizers of the protest and the two experienced Members of Parliament refuted these claims initially, stating that the group had calmly proceeded to place flowers in memory of the children who died in Gaza, with police support.

Mr. McDonnell shared on X: "Happy that my colleagues have been reinstated, though it's disappointing that Zarah and Apsana haven't been yet."

"I'm not worried about my status since, as I've stated, I don't anticipate regaining the whip until it's determined whether the police will charge me after the recent Palestinian demonstration where I was interviewed under caution."

In July 2024, seven Members of Parliament were stripped of their party affiliation after they supported a Scottish National Party amendment to the King's Speech that aimed to eliminate the two-child cap on benefits.

The policy limits parents from receiving Universal Credit or child tax credits for a third child, except in certain specific circumstances.

In the wake of the Southport murders last summer, a swift investigation was initiated to examine Rudakubana's interactions with Prevent, a government initiative designed to deter individuals from engaging in terrorism.

Addressing the House of Commons, Home Office Minister Dan Jarvis reiterated that there were three instances of communication from Rudakubana prior to his assault at a Taylor Swift-themed dance class, an attack that tragically took the lives of three young girls.

The report highlighted that Rudakubana was flagged to Prevent three times: initially in December 2019 at age 13, subsequently in February 2021 at age 14, and lastly in April 2021.

The deputy prime minister, who also serves as the housing, communities, and local government secretary, announced that the elections planned for May will be delayed in several areas including East Sussex, West Sussex, Essex, Thurrock, Hampshire, the Isle of Wight, Norfolk, Suffolk, and Surrey.

Ms. Rayner noted that Lancashire, the seventh region, is currently evaluating its choices for mayoral devolution. The government plans to review the proposals from leaders there alongside the main priority program this coming fall.

She mentioned that the locations identified in her declaration would be swiftly propelled toward significant local transformations.

"Though the term 'devolution' may seem technical, the concept is straightforward – it’s a strategy aimed at increasing individuals' income, enhancing and economizing transportation with the needs of local residents at its core, and a strategy dedicated to ensuring politics serves the interests of the working population."

In May, not every council is scheduled to conduct elections. The government has reached out to councils in two-tier regions, encouraging them to create proposals for single-tier governance, which, according to officials, will reduce inefficiencies and enhance responsibility.

"Countless Disenfranchised Voters"

The County Councils Network expressed approval of the announcement made on Wednesday, but noted that several regions might feel let down for not being chosen for the key initiatives.

"Councillor Tim Oliver, the group's chairman, noted that a significant number of county and unitary councils are eager to expedite and implement devolution during this Parliament session."

Opposition members of parliament, ranging from the left to the right, criticized the proposals.

Sir Ed Davey, the leader of the Liberal Democrats, described the situation as a "stitch-up" involving Labour and the Conservatives, following his party's success at the polls where they took seats from the Tories.

Speaking on behalf of the Conservatives, shadow communities secretary Kevin Hollinrake countered, "Despite the Deputy Prime Minister's claims, she isn’t eliminating a two-tier system; rather, she’s introducing a fresh layer of what could be described as Orwellian strategic authorities that are more aligned with her and closer to Whitehall."

Reform UK, aiming to advance in the upcoming local elections, was the most vocal in its critique. Party leader Nigel Farage claimed that the situation resulted in "five and a half million people in this country being disenfranchised."

"He claimed, 'I used to believe that only dictators would cancel elections, yet here we see the Labour Party, clearly frightened, doing just that.'"

During the Prime Minister's Questions, Sir Keir responded to inquiries about his interaction with Ms. Mellinger amidst the 2020 lockdown by stating that he was engaged in work while the Tories were involved in celebrations.

The Conservative Party escalated their offensive, declaring that their leader, Kemi Badenoch, is calling for a police inquiry to determine if any legal violations occurred.

Nevertheless, that scenario will not unfold. The Metropolitan Police have stated that due to the alleged offense occurring over three years ago, they will not be pursuing any action.

During the 1990s, both before and after his tenure as Prime Minister, Ms. Caplin provided coaching to Sir Tony and his wife Cherie. She offered Sir Tony fitness guidance and advised Cherie on fashion.

Thus, as the Conservatives persist in trying to discredit Sir Keir through the "Voice Coach Gate" saga, can parallels be drawn between his voice coach and Ms. Caplin?

For example, some have pointed out that both figures have somewhat scandalous backgrounds. Currently 65 years old, Ms. Mellinger, who is an actress, was previously wed to Robin Asquith, the lead actor in the "Confessions…" series of films.

Throughout her time as an actress, she featured in Channel 4's political satire, The New Statesman, portraying the role of a dominatrix-style spouse of a Conservative MP.

She featured in the 1981 adaptation of Doris Lessing's somber novel, "Memoirs of a Survivor," which also included Nigel Hawthorne, who would become famous for his role in the television series "Yes Minister."

Carole Caplin, previously a dancer linked romantically to Gary Numan and Adam Ant, became a media sensation in 1994 after The Sun released topless pictures of her, headlining it "Secrets of Blairs' Girl Friday".

The issue arose when Foster assisted Cherie Blair in purchasing two apartments in Bristol during the time their son Euan was attending university there. This incident sparked one of the most significant scandals during Sir Tony Blair's time in office.

Over two decades on, Sir Keir is now the one under scrutiny regarding his personal coaching.

In the House of Commons, Conservative MP Gagan Mohindra questioned the Prime Minister, asking: "Could he reaffirm his previous statements that all regulations were adhered to during the tier 4 lockdown in December 2020, not only by himself and his staff, but by his voice coach Leonie Mellinger as well?"

Although he didn't reiterate his previous statement from Monday in Brussels about not breaking any rules, an incensed Sir Keir responded, "In December 2020, I was in my office working on the anticipated Brexit deal.

"Working alongside my team, we quickly assessed the incoming deal and promptly prepared and issued a live statement on one of our nation's most critical issues in recent years. That was my focus at the time."

"What were they up to? Boxes of food being carried into Downing Street, engaging in parties and brawls, getting sick on the walls, and leaving the cleaning staff to tackle red wine marks. Here's the contrast: I was busy working, while they were busy celebrating."

A representative for the Conservative leader replied, "The essential issue we need to address is whether a voice coach qualifies as a critical worker who is permitted to move from a Tier 4 to a Tier 3 area during the lockdown?"

"Whether you are a key member of the group is what's at issue here. Keir Starmer recently stated that those who make the laws shouldn't break them. It's hard to deny that this was a definite violation of the COVID regulations."

When questioned about whether Mrs. Badenoch believes the police should look into the matter, he confirmed, "Yes, she does."

Fourteen-year-old Harry Parker tragically lost his life in a car accident while heading to school in Swindon.

"Harry was such a delightful boy, always so vibrant," shared his father, Adam. "He was passionate about soccer and had a knack for brightening everyone's day. He truly was my go-to guy. A real daddy's boy."

Kelly, his mother, vividly recalls the events of that day in November 2022.

"I vividly recall entering that room; he was in the emergency section, on a stretcher, completely unresponsive. I moved the medical staff aside, cleared a path through the crowd, approached him, and pleaded, 'Harry, please, hang in there, you have me. We're in this together.'"

"Thirty minutes afterward, the medical team approached us with the heartbreaking update that there were no available options left for him. Being a nurse, I spend each day at the hospital assisting others, which I deeply enjoy—it's my profession. Yet, in my own son's case, I was powerless. So was everyone else."

"The most difficult moment came when it was time to part ways with him. We were faced with the heart-wrenching choice to switch off his life support. Harry lay between us, with both his dad and I by his sides, embracing him firmly and sensing his heartbeat, until the final one ceased."

Adam and Kelly were deeply affected.

"I was furious, really upset," Adam expressed. "My initial reaction was to retaliate. However, that accomplishes nothing. The only effective way to handle this is to follow the legal steps and approach this the right way. It’s shocking how the law is so forgiving towards those without a license."

Current nationwide statistics on the prevalence of unlicensed drivers are unavailable. However, previous studies conducted by the Department for Transport suggest that these drivers are responsible for approximately 9.3% of all driving-related offenses, which is almost one out of every ten. Estimates indicate that there could be up to 470,000 unlicensed drivers operating vehicles on the roads.

In 2006, the Labour government established a law that penalizes causing a fatality while driving without a valid licence or insurance, with a possible sentence of up to two years in jail.

In 2013, the Supreme Court determined that the language of the legislation required prosecutors to demonstrate that the driving was culpable, essentially making the new law superfluous since a driver could be prosecuted for either careless or dangerous driving.

The panel of judges expressed concerns regarding the possibility of blameless drivers facing penalties in cases where an intoxicated pedestrian stumbled onto the roadway, or in instances where an individual tried to commit suicide by leaping into traffic.

The Parkers' regional Member of Parliament, Will Stone, is of the opinion that current statutes should be updated to better align with the original goals and meaning of the legislation passed in 2006.

Today, he is presenting a Ten Minute Rule Bill – a proposal requesting the consent of MPs to introduce legislation advocating for a new law.

Labour MP Mr. Stone is optimistic that the government will incorporate his bill into their upcoming road safety plans.

He explained, "The main goal of the Harry Parker Bill is to ensure that any unlicensed driver who causes a fatal accident is automatically considered to have driven carelessly."

"It's evident that there's a gap in the regulations. A driving license is mandatory for operating a vehicle. Thus, deciding to drive without one inherently shows a lack of responsibility. If you're not meeting the necessary criteria to drive, it's a hazard for you to be on the road, as it compromises safety."

The Transportation Authority stated: "Each loss of life on our highways is deeply tragic, and our hearts go out to the loved ones of Harry Parker.

"The administration is dedicated to enhancing road safety and is determined to decrease the incidents of fatalities and injuries on our streets."

Adam Parker dedicates each morning to patrolling the street in front of Harry's school, ensuring that every student crosses securely. Together with Kelly, he is actively working to promote road safety awareness, with the aim of safeguarding other children in memory of Harry.

"Sending your child to school while you're thinking about what to make for dinner or what to do for their birthday in a few days, only for those plans to be shattered because someone harms them, is something no parent should experience," Kelly stated. "We hope no other parents ever have to endure such a thing."

Millions are set to see their council tax bills rise beyond typical limits as the government has permitted six regions to increase their rates higher than the standard 5%.

Over two million individuals are set to experience rate hikes ranging from 5% to 10%.

The council in Windsor and Maidenhead had proposed a 25% hike in council tax, however, this proposal was not approved. As a result, the council tax will rise by 9% instead.

Newham Council's taxes will increase by the same rate, whereas Bradford Council will raise their taxes by 10%, and Birmingham, Somerset, and Trafford councils will each hike their rates by 7.5%.

In a discussion with Kay Burley on Sky News, Karin Smyth, the minister for health and social care, justified the higher-than-usual tax rises by noting that while numerous councils had sought approval for tax increases, many were denied permission.

She stated that those approved are especially in dire need and require the funds to maintain essential services.

The Labour MP swiftly accused the Conservatives of leaving local government in a "very dire situation" as a result of the previous administration's actions.

How do local authorities hike taxes?

To meet growing needs, local authorities can boost council tax by a maximum of 5%, comprising 3% for general expenditures and an extra 2% specifically for social care funding.

Currently, there is a rule in place that caps council tax hikes at 5% unless a referendum approves a higher raise, primarily to shield residents from significant tax surges.

If a council is engaged in discussions with the government about extraordinary financial assistance, and if the government consents to let the council increase taxes beyond the established limit, then it is not mandatory for the council to seek approval through a local referendum.

On Monday, Angela Rayner, who serves as both the deputy prime minister and the secretary of state for local government, verified the action.

She stated that this year's national average rise in council tax would not exceed the previous year's increase of 5.1%.

She added that regional authorities would receive over £69 billion in central government funds, marking an increase of 6.8% from the 2024-25 period. Additionally, nearly £4 billion has been reserved to assist councils in managing social care.

While public funding can significantly advance our efforts, it alone is insufficient. Therefore, attracting private investment becomes crucial. The European Parliament has consistently highlighted the importance of maximizing the European Investment Bank's (EIB) ability to attract private capital, particularly for the security and defense industries.

The true motivation is in tackling the divisions present in our markets. Various regulations, standards, and frameworks are creating obstacles and could potentially hinder our progress. It's illogical for Europe to maintain 178 separate weapons systems, especially when the United States operates with just 30.

The government discontinued the use of single-word ratings following the demise of Ruth Perry in 2023, which occurred after her Caversham Primary School in Reading was demoted from "outstanding" to "inadequate".

Educational institutions in England might be evaluated on multiple criteria such as attendance and inclusivity, employing a color-coded scale with five levels.

Professor Julia Waters, Mrs. Perry's sister, expressed concern, stating, "I fear that this proposal merely recycles a flawed and hazardous scheme it's supposed to supplant."

An increasing number of individuals are making the journey across the English Channel in small boats during weekends. According to our data analysis, last year saw nearly 40% of all arrivals occurring on either a Saturday or Sunday.

We've been investigating why there's a noticeable increase in the number of individuals reaching our shores by small boats over the weekends, and the reasons may surprise you.

Here are several hypotheses.

French employment and support services

It has been proposed that the performance of the French border force, police, and coastguard varies and is not uniformly maintained throughout the week.

"Groups have noticed that there is reduced or less attentive staffing during weekends on the French side," a former high-ranking official from the Home Office who was involved in negotiations with the French shared with Sky News.

A previous minister of immigration expressed frustration over the inability to direct operational deployments despite funding the French.

Plotting by a smuggler

Supply networks for smuggling operations could be associated with particular days due to various factors. For instance, a former high-ranking official from the Home Office pointed out that "boat engines, or components, might be delivered on a Friday."

Mr. Dumont explains that smuggling operations often employ individuals for minor roles, such as moving boats, who might also hold regular weekday jobs. He points out that the increase in activity during weekends does not always follow a predictable pattern.

One reason could be that since French authorities generally do not interfere after a vessel has launched, numerous small boats embark from inland channels. The canal-like waterways that extend inland from the Channel usually host a multitude of fishing boats during the week, thus facilitating launches from these waterways on weekends.

According to an insider at the Home Office, numerous migrants aiming to cross the Channel often reside in camps near Calais, but many depend on public transport to reach their scheduled departures. This reliance on public transportation means their travel options might be restricted by varying service schedules throughout the week.

A confidential report from the Home Office reveals that there was a significant increase in the number of weekend days last year when favorable weather conditions made it more likely for small boat crossings to occur.

The data indicates that out of 197 days with favorable weather conditions for crossing the channel, 61 were weekends. Nonetheless, these statistics only cover the year 2024, and it appears improbable that weather conditions alone could explain the increased number of crossings on weekends over a three-year period.

Leading economic forecasters have revised downwards the UK's growth projections, delivering another setback to Chancellor Rachel Reeves following a sluggish second half of 2024 marked by stagnant GDP.

Economic growth in the UK is expected to pick up pace more gradually than earlier estimates suggested, following a period of stagnation at the end

The EY ITEM Club has revised its forecast for UK GDP growth in 2025 to 1%, a decrease from its earlier prediction of 1.5%.

The economic forecasting body has recently joined other prominent organizations in lowering its projections as companies face ongoing challenges, including upcoming increases in taxes and wages this April.

This marks yet another setback for Chancellor Rachel Reeves' ambitions to quickly expand the economy.

Predictions indicate that the economy expanded by 0.8% last year, hinting at a modest increase in economic growth.

The latter part of 2024 showed a disappointing economic performance, marked by a surprisingly low GDP growth of 0.1% in November and a decline of 0.1% in October.

Economic growth stalled during the third quarter of the year.
