On Tuesday, the parliament approved more than 1 billion euros in assistance from the EU Solidarity Fund to support rebuilding efforts after floods in five EU countries in 2023.
A total of 1,028,541,689 euros from the European Union Solidarity Fund (EUSF) will be allocated in the following manner:
The assistance provided by the EUSF covers a portion of the expenses related to emergency and reconstruction efforts, which include repairing damaged infrastructure, protecting cultural heritage, and carrying out cleanup operations.
The lawmakers expressed their "deep solidarity with all the victims, their families, and everyone affected by the devastating floods in Italy, Slovenia, Austria, Greece, and France, as well as with the national, regional, and local authorities involved in the relief efforts." They highlighted that "there is an increasing number of severe and destructive natural disasters in Europe" and believe that "the funding for the European Union Solidarity Fund (EUSF) or a similar instrument should be increased in light of the upcoming proposal from the Commission for the new multiannual financial framework and the subsequent interinstitutional negotiations."

Background
Since its inception in 2002, the European Union Solidarity Fund (EUSF) has allocated more than 8.6 billion euros to address 130 disasters, including 110 natural disasters and 20 public health emergencies. This assistance has been extended to 24 EU member states (as well as the United Kingdom) and four candidate countries, namely Albania, Montenegro, Serbia, and Turkey.
