Distribute this information:
On Monday, the committees responsible for International Trade and Constitutional Affairs conducted a session to interview Maroš Šefčovič, the Slovak candidate nominated for roles concerning Trade and Economic Security, as well as Interinstitutional Relations and Transparency.
The leaders of the committee and coordinators from various political groups will promptly convene to evaluate the abilities and credentials of the proposed Commissioner.
In his opening remarks, Mr. Šefčovič highlighted to Members of the European Parliament that international trade is characterized by intense competition involving groundbreaking technologies and the strategic use of economic dependencies. He emphasized that trade has become a "geostrategic tool." As the US elections draw near, the Commissioner-designate expressed his intention to propose a collaboration offer regardless of the election results. He further mentioned that the European Union needs to address its disagreements with the United States, particularly in areas such as steel and aluminum tariffs, as well as the protectionist aspects of the Inflation Reduction Act (IRA).
Regarding the relations between institutions, he promised to improve how the Commission collaborates with Parliament, particularly by updating the Framework Agreement. Mr. Šefčovič also mentioned that the Commission is dedicated to acting on Parliament's indirect legislative proposals, providing detailed explanations when employing the special procedure outlined in Article 122, and supporting advancements in Parliament's quest for a complete right of inquiry. Additionally, he revealed plans to broaden the EU's Transparency Register to include "all managers."

Mr. Šefčovič characterized China as the EU's most difficult trade partner, emphasizing the need for a more balanced relationship. Addressing Members of the European Parliament, he mentioned that following the recent implementation of EU tariffs on Chinese-made electric vehicles, negotiators from the European Commission are now engaging with Chinese officials to discuss price agreements. "The EU is not seeking trade conflicts; rather, we aim to adjust our interactions with China in sectors where we believe there is unfairness," Mr. Šefčovič remarked, highlighting issues such as excessive production capacity, subsidies, and the absence of a level playing field.
Mercosur, Israel, and Free Trade Agreements
Members of the European Parliament questioned the Commissioner-designate about the current talks with the Mercosur nations, which include Brazil, Argentina, Uruguay, and Paraguay. Mr. Šefčovič committed to advancing free trade agreements with Mexico and Australia and expressed a desire for the EU to increase its engagement in Thailand, the Philippines, and India. In his responses to the MEPs, he highlighted the Sustainable Investment Facilitation Agreement with Angola and the Economic Partnership Agreement with Kenya as innovative agreements that could benefit the EU.
During a session with Members of the European Parliament, Mr. Šefčovič addressed concerns about whether the European Union was violating international law by maintaining its trade relationship with Israel through the EU-Israel association agreement. He explained that any modifications to this agreement would require the unanimous approval of all member states.

Key Focus Areas for Relationships Between Institutions
Numerous members of the European Parliament emphasized the necessity of amending treaties in line with the suggestions put forth by Parliament, which drew inspiration from the Conference on the Future of Europe. The nominated Commissioner stated that advancing this agenda hinges on obtaining a definitive stance from the European Council. They plan to collaborate with Antonio Costa's new presidency to achieve this goal.
The discussion focused on the necessity of implementing reforms to gear up for expansion and to utilize the "passerelle" clause in significant policy sectors, alongside calls for greater transparency. Several Members of the European Parliament highlighted concerning reports regarding the Commission's activities. Additional subjects addressed were the enhancement of collaboration with national parliaments and the integration of the Draghi report's recommendations into the EU's institutional framework.

Hearing for Nominee Ekaterina Zaharieva

The Industry, Research and Energy Committee conducted an interview on Tuesday with Ekaterina Zaharieva, who has been nominated by Bulgaria to oversee the Startups, Research, and Innovation portfolio.
The head of the committee and the coordinators from various political groups will promptly convene following the hearing to evaluate the abilities and qualifications of the Commissioner-designate.
During her opening speech, Commissioner-designate Zaharieva emphasized her commitment to making Research and Innovation (R&I) a central part of the EU's strategy for enhancing competitiveness. She pointed out that there is currently an opportunity to invest in R&I more strategically, aiding Europe in its digital and low-carbon transitions. Zaharieva noted that Europe lags behind the US, China, and Japan in R&I funding. She promised to propose a European Innovation Act aimed at encouraging Member States to hit the 3% R&I spending target, prevent the loss of talent, protect research freedom, invest in R&I infrastructure, and bolster the European Research Council.
Assistance for New Ventures and Small Businesses
Ms. Zaharieva called for a detailed plan aimed at aiding the expansion of start-ups and small businesses by making it easier for them to secure funding and reducing bureaucratic hurdles.
The proposed commissioner advocated for a plan to enhance European life sciences, promote the integration of artificial intelligence in scientific research, and introduce legislation focused on advanced materials.
Ms. Zaharieva expressed that the Commission ought to propose an action plan aimed at advancing the role of women in research and innovation. She also called for a substantial budget for research and innovation in the upcoming multi-year framework program. Regarding international relations, she emphasized that the EU must uphold the principles of fairness, equitable opportunities, and strategic independence. Additionally, she committed to collaborating extensively with researchers and innovators from Ukraine.
Streamlining bureaucracy for small and medium enterprises and increasing research funding
Throughout the debate, numerous Members of the European Parliament urged the Commission to encourage member countries to achieve the long-standing goal of allocating 3% of GDP to research and innovation. They also stressed the importance of maintaining the EU research program's autonomy and called for increased EU-level research funding. In reply, the Commissioner-Designate pledged to champion a strengthened and autonomous Framework Programme and suggested raising the research and innovation target to 4% by the year 2030.
A number of Members of the European Parliament have advocated for reducing bureaucratic obstacles faced by small and medium-sized enterprises (SMEs) seeking EU research funding. Ms. Zaharieva expressed her support for significantly simplifying the procedure through a two-step application process to reduce bureaucratic hurdles. Additionally, some MEPs emphasized the need for EU research and innovation policies to concentrate more on nuclear research, especially in light of the transition to low-carbon energy sources.
The complete hearing is available to view as a video recording here.

Democratic governance, basic freedoms, and legal principles
During his initial remarks, Michael McGrath announced his intention to propose a "Democracy Shield" aimed at combating misinformation and meddling from outside sources. He highlighted the necessity of adhering to the EU Charter of Fundamental Rights as a prerequisite for enjoying the advantages of being part of the Union. McGrath also detailed strategies to strengthen the connection between following the guidance of the yearly Rule of Law report and eligibility for EU financial support.
Mr. McGrath pledged to maintain the EU's legal system and acknowledged the European Court of Justice as the final authority on EU laws. He addressed MEPs' worries about the supremacy of EU law and vowed to support enhancing the role of Parliament in Article 7 processes.
Safeguarding consumers, embracing digital
Upon confirmation, the proposed Commissioner intends to introduce the Digital Fairness Act. This initiative aims to safeguard consumers against exploitation, ensure influencers provide truthful information, and protect children. Additionally, he seeks to tackle the issue of digital subscriptions, which frequently pose challenges when canceling.
During a session with Members of the European Parliament, Mr. McGrath was asked about his strategies for safeguarding children on the internet. He pledged to address detrimental practices encountered by EU consumers in the digital space, including manipulative design features and fluctuating pricing schemes, and vowed to shield them from substandard products available online.
The discussion heavily focused on the future of GDPR, with Mr. McGrath highlighting the forthcoming binding decision from the Data Protection Board regarding the application of personal data in AI as an important future development.
Fair
Mr. McGrath informed Members of the European Parliament that he plans to develop the EU's inaugural strategy aimed at combating corruption. Additionally, he pledged to focus on protecting women from violence, utilizing newly enacted regulations as part of this effort. The conversation also highlighted the modernization of judicial systems through digitalization as a significant priority.

Additionally, he vowed to defend freedom of expression, emphasizing that although this right is crucial, it has its limits, and "hateful speech cannot be tolerated."
Assistance for companies within the

The aim is to simplify compliance with the new requirements for companies. He plans to boost corporate confidence in the EU's legal framework, in part by digitalizing court systems to reduce expenses and administrative workloads. Additionally, he seeks to find a middle ground between corporate liability regulations and safeguarding citizens' rights to support the expansion of innovative enterprises.

Dubravka Šuica’s Vision: Strengthening EU Ties in the Mediterranean and Middle East Amid Rising Global Influences
Interview with Dubravka Šuica, Nominee for Commissioner
Distribute this information:
On Tuesday, the Foreign Affairs Committee conducted an interview with Dubravka Šuica, the candidate from Croatia for the Mediterranean role.
In her opening remarks, Ms. Šuica emphasized the critical role the Mediterranean region plays for Europe. She highlighted the increasing presence of Russia and China and the urgency of fostering a collaborative trans-Mediterranean initiative to enhance Europe’s energy security. Additionally, she underscored the necessity of environmental protection and effective migration management. With the region being at a pivotal point for peace and stability, the EU must assert itself as the primary partner in addressing democratic challenges, climate change, and economic concerns, she asserted. She further mentioned that a key focus of hers would be establishing a new Pact for the Mediterranean, promoting “partnerships of equals.”
Regarding the Middle East, Ms. Šuica emphasized the need for a fresh approach, advocating for a strategy that backs a two-state resolution, aids the Palestinian Authority in its reform efforts, and contributes to achieving peace in Lebanon. Additionally, Ms. Šuica highlighted her dedication to enhancing collaboration with Gulf nations and developing strategic alliances with all six countries in the region.
Collaborative alliances, Palestinian relations, agreements on migration
Members of the European Parliament interrogated the nominee for Commissioner about her strategy for enhancing the EU's influence in the Middle East and its Southern Neighbourhood. They inquired about the initiatives she intends to introduce and whether she will seek to establish more strategic partnership agreements similar to those already in place with Egypt and Tunisia. In response, she stated that she would promptly initiate the development of a new Mediterranean Pact, aiming to secure agreements akin to those with Tunisia and Egypt, and to boost trade and business relations with these nations. Ms. Suica remarked that while Europe currently contributes significantly financially, its role as an influential force in the region is lacking, and she expressed a desire to alter this situation. She also highlighted that discussions for a strategic partnership agreement with Jordan are already in progress and conveyed optimism about reaching a similar agreement with Morocco.
The members sought clarification from the Commissioner-designate on her approach to managing the delicate matter concerning the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA), especially after Israel's recent prohibition of the agency. Ms. Šuica stated that, if she is approved, her plan is to maintain funding for both the Palestinian Authority and UNRWA. Additionally, she emphasized that the European Union remains committed to strengthening and backing the Palestinian Authority, viewing it as the key partner in the ongoing efforts toward establishing a future Palestinian state.
Members of the European Parliament also brought up concerns about Ms. Šuica's strategies for addressing unauthorized migration, managing forced deportations, and handling unlawful actions and violations of international law by Turkey in the Eastern Mediterranean. When questioned about her approach to ensuring the enforcement of human rights provisions in migration agreements with other nations, Ms. Šuica affirmed her dedication to upholding human rights and legal principles. She emphasized that "all our agreements incorporate human rights protections" and mentioned that "there are clauses and mechanisms to oversee this."
Subsequent
The chair and coordinators of the political group are scheduled to convene promptly to evaluate the abilities and qualifications of the Commissioner-designate. Following the committee's advice, the Conference of Presidents, which includes EP President Metsola and the leaders of political groups, will carry out the concluding assessment and officially announce the end of the hearings on 21 November. After the Conference of Presidents confirms that all hearings are concluded, the evaluation letters will be made public.
Members of the European Parliament (MEPs) are set to vote on the entire group of Commissioners during the plenary session in Strasbourg, which is slated for November 25-28. This vote will be conducted by roll-call, requiring a majority of the votes cast to elect the Commissioners.

Dan Jørgensen’s Vision: Tackling Europe’s Energy Crisis and Housing Affordability at the Core of EU Policy Agenda
Review of Dan Jørgensen, Nominee for Commissioner
Spread the word:
On Tuesday, Dan Jørgensen from Denmark, who is vying for the Energy and Housing role, faced inquiries from the committees on Industry, Research and Energy, and Employment and Social Affairs.
In his opening remarks, Dan Jørgensen, the nominee for Commissioner, emphasized that energy policy is central to addressing Europe's major issues, including competitiveness, employment, economic growth, security amid the Ukraine conflict, climate change, and social equity. He pointed out that European businesses incur energy costs that are two to three times higher than those faced by their counterparts in the United States and China. Additionally, he noted that 10% of Europeans struggle to afford proper heating in their homes during the winter months.
Main focus: reduce the cost of energy
Mr. Jørgensen emphasized that his main goal is to lower costs for both businesses and citizens. He supported the idea of complete energy independence from Russia while simultaneously transitioning to a cleaner energy mix. Recognizing that numerous Europeans are worried about the shift to low-carbon solutions, he suggested concentrating efforts on addressing energy poverty. He also committed to accelerating the use of renewable energy by streamlining approval processes, enhancing energy infrastructure, developing links between networks, and advancing Carbon Capture and Storage (CCS) along with new storage technologies and "Power to X" solutions.
Facilitate the availability of affordable and sustainable energy for European
In the course of the debate, Members of the European Parliament noted that industries within the EU are facing considerable pressure, emphasizing the difficulty of meeting current targets and regulatory demands. In response, Mr. Jørgensen argued that increasing access to affordable energy doesn't automatically imply the need for more regulations; in fact, it suggests the contrary. He advocated for a significant reduction in bureaucratic obstacles for industries, particularly in the area of obtaining permits.
Housing that is within financial reach, environmentally friendly,
Regarding housing, the individual nominated for Commissioner indicated that the Commission plans to initiate efforts to create a European Affordable Housing Plan. This plan aims to provide technical support to cities and member states, concentrating on the necessary investments and skills to accomplish this goal.
In response to questions from Members of the European Parliament regarding affordable housing, Mr. Jørgensen outlined a proposal that involves a comprehensive strategy for building homes. This plan also suggests establishing a new collaboration with the European Investment Bank aimed at boosting investment in the housing sector. Additionally, it includes securing increased financial support from the cohesion fund and revising the regulations governing state aid.
Atomic power
A number of Members of the European Parliament (MEPs) sought clarification from the Commissioner-designate regarding his position on nuclear power and how much backing the Commission plans to provide for this technology, specifically concerning both Small Modular Reactors (SMRs) and larger reactors. Mr. Jørgensen emphasized that although the European Union will honor each nation's choice of energy sources, nuclear energy is essential for the climate transition and will feature in the Commission's clean energy strategies. Nevertheless, he cautioned against enhancing Europe's reliance on the nuclear sector and external fuel supply chains, noting potential connections to Russia.
The connection between housing and energy
Numerous Members of the European Parliament requested the Commissioner-designate to tackle the issue of rising costs in both departments, as well as to consider how some environmental policies affect the availability of affordable housing and contribute to energy poverty.
A number of Members of the European Parliament advocated for increased assistance to energy communities and the revision of climate goals for 2040. Meanwhile, some urged the European Union to address issues in the rental sector caused by the proliferation of short-term rentals.
You can view the entire hearing's video recording at this link.
Li Andersson, who serves as the Chair of the Employment and Social Affairs Committee and represents The Left in Finland, addressed the media following the hearing. A recording of the event is available here.
Future actions
The leaders of the committees and the coordinators of the political groups will gather promptly to evaluate the abilities and credentials of the proposed Commissioner. Following the advice provided by the committees, the Conference of Presidents—which includes EP President Metsola and the heads of the political factions—will carry out the concluding assessment and announce the closure of the hearings on November 21. After the Conference of Presidents officially ends all hearings, the assessment letters will be made public.
Members of the European Parliament (MEPs) are set to vote on the entire team of Commissioners, with the decision being made by a majority through a roll-call vote. This vote is planned for the plenary session in Strasbourg, which is scheduled from November 25 to 28.

Sky News understands that leaders from major retail and hospitality firms, along with trade groups, have expressed concerns to Jonathan Reynolds, the business secretary, that the recent budget may undermine consumer confidence and worsen existing difficulties within the UK economy.
Sources indicate that the conference call included representatives from several prominent businesses, including Burger King UK, Fuller Smith & Turner, Greene King, Kingfisher, and the grocery retailer Morrisons.
It is reported that Mr. Reynolds has admitted that Rachel Reeves's initial financial announcement demanded considerable effort from British businesses. James Murray, the financial secretary to the Treasury, is reportedly said to have called it "a once-in-a-generation budget," as per accounts from multiple individuals informed about the discussion.
A source revealed that Nick Mackenzie, CEO of Greene King, pointed out that the hike in employers' national insurance contributions would result in a "£20m shock" for the business. Hope on the Horizon: UK Considers Resettlement for Tamil Asylum Seekers from Chagos Islands Amid Legal Pressure
Dozens of Tamil Sri Lankan refugees stranded on the Chagos Islands could potentially relocate to the UK
Since October 2021, 61 Tamil Sri Lankan refugees have resided on Diego Garcia, the biggest island in the archipelago, following their rescue at sea by members of the Royal Navy. The High Court received reports of their "inhumane" living situations, characterized by severe overcrowding and widespread rat problems.
Monday, November 4, 2024, 8:
Numerous migrants residing in deplorable conditions on the Chagos Islands could potentially be relocated to the UK as a result of legal proceedings.
A group of 61 Tamil asylum seekers from Sri Lanka, which includes 16 children, has resided on Diego Garcia, the biggest island in the Indian Ocean, since October 2021 following their rescue at sea by members of the Royal Navy.
In March, several migrants initiated a lawsuit against the Foreign Office, alleging that there was an "illegal delay" in organizing their transfer to a secure third country.
Previously, it was reported to the High Court in London that individuals on the island experienced conditions described as "inhumane," including issues with overcrowding and rat infestations.
In a communication dated Monday, legal representatives for the Foreign Office and the Home Office indicated a potential shift in policy. This change would enable families, children, and single men without criminal records or pending investigations to be directly relocated to the UK.
"The letter also noted that a resolution regarding allowing entry into the UK in this manner should be made within the next 48 hours, at which point further information will be shared."
Leigh Day, a law firm, reported that the migrants were residing "in tents within a secured and monitored enclosure, under such dreadful conditions that there have been multiple incidents of suicide attempts and self-harm."
The Chagos Archipelago belongs to the British Indian Ocean Territory (BIOT).
Leigh Day reported that BIOT Commissioner Paul Candler described the camp conditions as "perilous and unmanageable," noting that children were especially experiencing "direct and continuous harm."
A member of the commissioner’s healthcare staff on the island referred to the camp as being "in total disarray," according to the law firm.

Tom Short, a solicitor from Leigh Day, stated: "Our clients, who number 16 children, are pleased with the home secretary's overdue decision to provide them safety in the UK.
"Our patrons escaped Sri Lanka to avoid persecution. Their subsequent treatment and wrongful imprisonment by the British Indian Ocean Territory Administration over the last three years is appalling.
"Today's ruling brings immense comfort to our clients, and we implore the home secretary to shut down the camp and transfer our clients here immediately so they can start their healing process."

Last month, it was reported that the UK decided to transfer control of the Chagos Islands back to Mauritius.
When questioned about Diego Garcia on Monday, the spokesperson for the Prime Minister described it as a "deeply troubling situation", noting that it was never "a suitable long-term location" and that discussions were still taking place.

University Tuition Hike Sparks Outrage as Education Secretary Defends ‘Necessary’ Increase Amid Uncertainty Beyond 2026
The government's decision to increase university tuition fees in England for the first time in nearly a decade has been criticized as 'ethically unjustifiable'. Education Secretary Bridget Phillipson, however, defended the hike during a Sky News interview, where she acknowledged uncertainty about future fee adjustments beyond April 2026.

The Secretary of Education has stated that it has not yet been decided if university tuition fees will rise annually with inflation.
Bridget Phillipson has declared that the upper limit on tuition fees in England will increase with inflation starting April 2025.
Next year, tuition fees will see their first hike in eight years, rising by £285 to reach £9,535.

Maximum maintenance loans will see an adjustment upwards to match inflation rates, providing students with an additional £414 annually to assist with living expenses.
Nonetheless, the education secretary did not indicate whether the increase would persist beyond that point.
In a conversation with Sophy Ridge on Sky News' Politics Hub, Ms. Phillipson conceded that she was uncertain about the future of tuition fees post-April 2026.
"She mentioned that as part of the upcoming reforms, they will be examining this issue, the support for maintenance, and the entire sector in the forthcoming months."
"Thus far, no decision has been made regarding future actions or plans."
She mentioned that the government plans to assess "the necessary measures… to stabilize our universities financially… while also ensuring a more favorable outcome for students in the process."

The minister expressed her plans to consider adjusting the income level at which graduates begin repaying their student loans to reflect inflation rates.
Jo Grady, the chief of the University and College Union (UCU), criticized the increase in tuition fees as both "economically and morally incorrect."
She stated: "Extracting additional funds from students burdened with debt to give to highly paid, underachieving university leaders is a poorly thought-out strategy that fails to tackle the fundamental problems of the education sector."

The National Union of Students (NUS) has expressed concerns that students are being burdened with the responsibility of covering the costs to maintain essential services like lighting and heating at their universities, as well as to avoid the shutdown of their academic programs during this critical period.
Alex Stanley, the NUS's vice president for higher education, commented, "This is merely a temporary solution."
"Colleges must find alternatives to financing their operations without continually escalating the debt load on students."
Since the 2017/18 academic year, universities have compensated for the freeze on tuition fees by enrolling more international students, who are charged higher rates.
The number of student visas has declined following recent policy changes by the former government that tightened entry requirements, making it challenging for universities to depend on tuition fees from international students.

Labour Retreats on Pub Garden Smoking Ban Amid Hospitality Concerns
Labour has reversed its decision on the proposed prohibition of smoking and vaping in pub gardens. Health Secretary Wes Streeting stated that the plan has been scrapped as the hospitality sector has already suffered significantly.
Political correspondent @Journoamrogers
Tuesday, November 5, 2024, 9:
Plans to prohibit vaping and smoking in the outdoor areas of pubs have been scrapped, the health secretary announced.
Wes Streeting stated that the Labour government has decided against pursuing the proposal that was suggested during the summer and led to significant uproar among those in the hospitality sector.
In August, Sir Keir Starmer mentioned that his administration was contemplating prohibiting outdoor smoking to reduce the 80,000 annual preventable deaths in the UK attributed to smoking.
The prohibition was set to include smoking at outdoor dining areas, adjacent to sports arenas, medical facilities, nightclubs, and within certain compact parks.
In a conversation with Sky News today, Mr. Streeting acknowledged the policy reversal, stating, "We are neither moving forward nor planning to implement a ban on [smoking] in outdoor hospitality areas."
Latest in Politics: Badenoch Forms Her Opposition Team
He mentioned that the policy proposal emerged from government discussions during the summer, sparking a "really good debate" about its proportionality in light of its public health advantages and possible negative impacts.
"He emphasized that the UK's hospitality industry has faced significant challenges recently."
"We don't wish to increase their burden, so we are not planning to implement a ban on outdoor hospitality right now."
Stay informed with the most recent updates from the UK and international news by tuning into Sky News.
Mr. Streeting announced that the smoking prohibition will now encompass additional outdoor areas, such as schools, hospitals, and children's playgrounds.
Today, the government unveiled a pioneering bill designed to foster the nation's first-ever generation free from smoking.
The proposed legislation on Tobacco and Vapes, initially brought forward by Rishi Sunak and later shelved because of the general election, will ban the sale of tobacco to individuals born on or after January 1, 2009.
The prohibition will incrementally increase the minimum age required to purchase cigarettes in England by one year annually until it encompasses all age groups.
The initiative to establish a "smoke-free generation" emerged as a hallmark of Mr. Sunak’s leadership and sparked debate among Conservatives, especially among the party’s libertarian members.
The legislation will also impose restrictions on the advertising and sale of vaping products to minors, and additional environmental measures will be enacted to prohibit the sale and distribution of single-use vapes by the upcoming summer.

The health secretary stated that addressing the problem of youth vaping through measures such as licensing, stricter enforcement, and prohibiting vape marketing to children and young people is, fortunately, a matter widely agreed upon across different political parties.
"He first introduced the idea of a generational ban for children while serving as the shadow health secretary," he stated.
I was both pleased and astonished when Rishi Sunak assumed the roles of prime minister and leader of the Conservative Party.
"It is my hope that leaders from various parties will continue to back the new head of the Conservative Party, though we will see how things unfold in the weeks ahead."
