In response to inquiries from Members of the European Parliament about improving the EU Civil Protection Mechanism to better support vulnerable groups and strengthen unity among EU nations, Ms. Lahbib proposed a comprehensive approach. Assistance for Humanitarian Needs and Emergency Response

Ms. Lahbib plans to advocate for a unified strategy across the Commission to assist vulnerable nations facing humanitarian emergencies, focusing on a more coordinated use of the humanitarian-peace-development triple nexus. To address the shortfall in humanitarian assistance, she will urge EU member countries to boost their contributions, seek out new donors, and promote greater involvement of private sector entities in the creation and distribution of humanitarian aid.

Addressing inquiries from Members of the European Parliament regarding the Middle East, as well as the conditions in Gaza and Lebanon, she supported the European Union's impartial stance on providing humanitarian assistance. She emphasized the importance of adhering to international humanitarian law and upheld the values outlined in the Geneva Conventions.

Following the hearing, committee leaders Barry Andrews from the Development Committee (Renew, Ireland), Lina Galvez from the Women’s Rights Committee (S&D, Spain), Javier Zarzalejos from the Environment Committee (EPP, Spain), and Antonio Decaro from the Civil Liberties Committee (S&D, Italy) addressed the media outside the conference room.

Following the suggestions from the committees, the Conference of Presidents, which includes EP President Metsola and the leaders of political groups, plans to perform the ultimate assessment and officially conclude the hearings on November 21. After the Conference of Presidents finalizes the closure of all hearings, the evaluation letters from the committees will be made available to the public.

Members of the European Parliament are set to vote on the complete group of Commissioners, requiring a majority through a roll-call vote. This event is planned for the plenary session in Strasbourg from November 25 to 28.

Should her confirmation proceed, Ms. Albuquerque expressed her commitment to fostering innovation and promoting inclusive economic growth. She aims to enhance social mobility and empower consumers. Her goals include advancing the Savings and Investment Union, ensuring consistent oversight across borders, and increasing investment financing options. She vowed to maintain a balanced strategy in digital finance, to build confidence in the financial sector, and to empower European citizens to engage with the financial system equitably, enabling them to manage their financial futures.

To enhance the EU's competitiveness, the nominee for Commissioner intends to prioritize facilitating the smooth movement of capital and decreasing regulatory challenges, with particular attention to small and medium-sized enterprises (SMEs). Furthermore, she revealed her commitment to intensifying efforts against financial crimes, such as money laundering and terrorist financing, by emphasizing the establishment of the EU's Anti-Money Laundering Authority.

Ms. Albuquerque also pledged to build a cooperative partnership with the European Parliament through frequent and transparent discussions.

Economic resilience, safeguarding deposits, and eco-friendly financial practices

A number of Members of the European Parliament raised inquiries with the Commissioner-designate concerning the EU's financial stability and the competitiveness of its banking sector, particularly in view of the postponed rollout of the Basel III international standards and the European Deposit Insurance Scheme. They also inquired about sustainable finance, emphasizing the need for accurately labeled green investment products and highlighting the crucial role of private investments in advancing green and digital transitions.

In her reply, Ms. Albuquerque expressed her intent to urge global collaborators to adopt Basel III standards. She vowed to enhance the safeguarding of deposits within Europe and seek a middle ground on the Crisis Management and Deposit Insurance (CMDI) framework. Additionally, she promised to advance a sustainable finance system that accommodates smaller market players by reducing the demands for reporting and cutting down on bureaucratic hurdles.

Members of the European Parliament (MEPs) brought up several concerns, including the need to ensure fair competition while expanding the capital markets union and providing equal investment opportunities for all citizens. They emphasized the importance of ensuring that the digital shift in payment systems is inclusive. Many representatives expressed worries about the increasing influence of non-bank financial institutions within the EU and called for measures to manage this risk. They also inquired about the dangers associated with securitization and strategies to safely leverage it to lessen businesses' reliance on banks for project financing. In response to requests for concrete ways to enhance the Capital Market Union, Ms. Albuquerque suggested more unified oversight and pledged to eliminate barriers to market-driven consolidation through more consistent tax policies.
