The McLaren racer made a move to pass Verstappen at Turn 12 – this is the deceleration area following the DRS straight.
Both competitors veered off the track when Verstappen applied his brakes later heading into the turn, resulting in Norris advancing to the lead position.
The officials determined Norris's action was against the rules, resulting in a penalty being issued to him.
McLaren chief Andrea Stella expressed dissatisfaction with the circumstances, deeming it "unsuitable" for the officials to interfere in the contest between the two leading Formula 1 contenders.
Expressing his opinion, Verstappen stated that the regulations are "quite explicit" and mentioned that McLaren has been "voicing numerous grievances recently."
"In the FIA press conference held in Austin, he mentioned, 'No, I do not. Lately, they've had quite a bit to complain about anyway.'"
"The rules explicitly state that you cannot overtake beyond the white line. I've also been penalized for this before."
Commenting on his clash with Norris, he stated, "I aimed to perform as well as possible. The car's balance was off. I struggled to take the corners aggressively. He was really pushing me hard. This circuit, however, offers a good defense layout. There are many strategies available. It enhances the racing experience.
"It's pretty evident that passing beyond the white line isn't allowed. I faced a penalty for that back in 2017, which cost me a podium spot. My focus was on staying composed and doing everything possible to ensure the car made it to the finish line. Managing the tyres and the conditions I found myself in was challenging. Despite everything, I truly relished the competition we experienced."
Verstappen came in third, far behind the Ferraris, who achieved their third first and second place finish of the season.
The thrice-crowned global champion acknowledged that Red Bull had experienced a setback in comparison to the sprint.
"He mentioned that today's race didn't go as well for them as it did the previous day, for instance."
"Striving for equilibrium, for traction. Braking and maneuvering the car was challenging. It dawned on me quite early that winning the race wasn't in the cards. I focused on running my own race instead."
"I believe our team executed the optimal strategy available to us. It essentially involved enduring until the final moments. Once Lando joined in, we engaged in several exciting skirmishes. It was genuinely enjoyable. Nevertheless, the race posed significant challenges for me throughout."
