A minister has stated that the current government does not intend to adhere to the previous Conservative government's recommendations regarding reductions in welfare spending, following rumors that the chancellor is considering cuts amounting to £3 billion.

Alison McGovern, the minister for work and pensions, stated that the UK is suffering due to the shortcomings of the former administration, noting that approximately 1.8 million individuals are unemployed despite seeking employment.

Before the budget announcement, the government is considering generating as much as £40 billion by increasing taxes and reducing expenditures, a move that has some ministers worried about the extent of the chancellor's proposals.

Sources indicate that the Department for Work and Pensions could face budget reductions, with Rachel Reeves aiming to cut approximately £3 billion from the welfare budget by limiting eligibility for sickness benefits over the coming four years.

The Daily Telegraph reports that Ms. Reeves aims to implement the former government's strategy to modify the criteria for work capability assessments. This involves stricter conditions for eligibility, potentially leading to an additional 400,000 long-term beneficiaries being evaluated as ready to start preparing for work by the fiscal year 2028/29. Such a change is anticipated to cut the cost of benefits by approximately £3 billion.

When questioned about the possibility of benefit reductions for the unemployed, Ms. McGovern noted that the UK's social security system has "historically included regulations," emphasizing a "responsibility shared by both parties."

"She emphasized that individuals on social security must adhere to the established regulations, and it is the government's responsibility to assist these individuals."

She seemed to separate herself from the idea that Labour would adopt the Conservative's plan, stating to Sky News: "Every department, including the Department for Work and Pensions, must find ways to cut costs due to the poor financial state of our nation.

"However, I believe it's unwise to adhere to the recommendations of a Conservative government that has been unsuccessful for over 14 years – therefore, we will present our own plans."

Prior to the vote, the Conservative Party committed to overhauling the disability benefits system, aiming to focus assistance on the most severely affected individuals by imposing stricter requirements for work capability evaluations.

They also suggested transferring the duty of providing sick notes from general practitioners to dedicated work and health experts.

Rishi Sunak vowed to remove welfare benefits from individuals capable of working who refuse job opportunities after a year, and to strengthen the work capability evaluation to require those with milder conditions to pursue employment.

The chancellor is expected to pledge adherence to a strategy that aims to cut £3 billion in costs over the next four years. However, the specifics of how these savings will be implemented will be determined by Liz Kendall, the Secretary of State for Work and Pensions.

The changes will also encompass transforming employment offices, providing a commitment to youth that guarantees they are engaged in work or education, and transferring authority to regional authorities.

She elaborated, "Our current system involves individuals visiting a job center, meeting with someone briefly for about ten minutes, checking a box, and then leaving."
