EU Parliament Approves €35 Billion Loan to Ukraine, Secured by Frozen Russian Assets

Ukraine: Parlament stimmt für Darlehen von bis zu 35 Milliarden Euro, abgesichert durch eingefrorene russische Vermögenswerte

Am Dienstag genehmigten die Mitglieder des Europäischen Parlaments ein außergewöhnliches Darlehen für die Ukraine, das eine Summe von bis zu 35 Milliarden Euro umfasst.

With 518 votes in favor, 56 against, and 61 abstentions, the parliament approved the new macro-financial assistance (MFA) aimed at helping Ukraine in response to Russia's aggressive war. This loan represents the EU's contribution to a G7 package agreed upon last June, intended to provide Ukraine with financial aid of up to $50 billion (approximately €45 billion). The final amount the EU will contribute might be less, depending on the loans provided by other G7 partners.

In einem neu entwickelten Kooperationsmechanismus zur Unterstützung der Ukraine mit Krediten werden der Ukraine zukünftige Einkünfte aus den eingefrorenen Vermögenswerten der russischen Zentralbank in der EU bereitgestellt. Diese Gelder sollen der Ukraine helfen, das Makrofinanzhilfe-Darlehen der EU sowie Kredite anderer G7-Staaten zurückzuzahlen. Während die Mittel des Mechanismus zur Deckung von Kosten und zur Darlehensrückzahlung genutzt werden können, hat Kiew die Freiheit, die Gelder aus der Makrofinanzhilfe nach eigenem Ermessen zu verwenden.

The newly allocated MFA funds are set to be disbursed by the end of 2025. The loan comes with the condition that Ukraine must continue to uphold democratic values and structures, respect human rights, and adhere to additional political criteria outlined in a Memorandum of Understanding. Furthermore, the macro-financial assistance loan is subject to the management and control systems specified in the Ukraine Plan, along with specific measures aimed at preventing fraud and other irregularities.

Upcoming Actions

The governments of the member states have already approved the proposal, and the Council intends to adopt the regulation through a written procedure following the parliamentary vote. It will come into effect the day after its publication in the Official Journal of the EU.

Background

Im September gab die Kommission bekannt, dass die EU der Ukraine ein Darlehen von 35 Milliarden Euro gewähren wird. Dieses Darlehen ist Teil eines Plans der G7-Staaten, die beabsichtigen, Kredite im Gesamtwert von bis zu 50 Milliarden US-Dollar (etwa 45 Milliarden Euro) zu vergeben. Die Finanzierung dieser Darlehen soll aus zukünftigen Einkünften erfolgen, die man durch eingefrorene russische Staatsvermögen erzielen will. In der EU sind etwa 210 Milliarden Euro an Vermögenswerten der russischen Zentralbank blockiert, eine Folge der Sanktionen, die nach dem Einmarsch Russlands in die Ukraine im Februar 2022 verhängt wurden. Die EU-Länder haben beschlossen, die Erträge aus diesen Vermögenswerten zu verwenden, um die militärischen Bemühungen der Ukraine zu unterstützen und den Wiederaufbau des Landes voranzutreiben.
