Ofsted's practice of issuing single-word evaluations for public schools is being discontinued immediately, a decision that has been celebrated as a "significant milestone for children."
Before, the academic oversight body assigned one of four ratings to the schools it evaluated: excellent, satisfactory, needs enhancement, or unsatisfactory.
Starting this academic year, the Department for Education (DfE) has announced that four new grades will be assigned to the current sub-categories, which include quality of education, behaviour and attitudes, personal development, and leadership and management.
Starting in September 2025, new school report cards will be rolled out, offering parents a detailed evaluation of school performance and enhancing the effectiveness of inspections in promoting improvements, according to the announcement.
The decision comes after consultations with educational stakeholders and relatives of headteacher Ruth Perry, who died by suicide following an Ofsted assessment that demoted her Caversham Primary School in Reading from "outstanding" to "inadequate" due to issues related to safeguarding.
In 2022, a coroner's investigation concluded that the inspection procedures played a role in her passing.
The Department for Education stated that simplistic, single-phrase ratings do not offer a just or precise evaluation of a school's overall performance. They noted that this reform would aid in removing obstacles to opportunities.

Speaking on Sky News' "Breakfast with Kay Burley," Education Secretary Bridget Phillipson announced, "Today we are initiating this reform because I think it's essential for parents to have greater insights into the activities happening in our schools, as the current system is simply ineffective."

The new Labour administration has made reform a key objective, committing to enhance public education quality and increase funding by imposing a tax on private school tuition.

Beginning in early 2025, regional enhancement groups will be established to collaborate with schools that are struggling, focusing on improving their areas of deficiency.

Nonetheless, Dr. Patrick Roach, General Secretary of NASUWT, acknowledged that the new government has "made the correct choice," but he suggested that they could do more by "dismissing the misconception that turning into an academy is the sole way to achieve the enhancements our schools require."
"Today's declarations mark a significant move forward, yet without comprehensive and fundamental changes to repair the core of the flawed accountability system, educators and school administrators will still be operating within an imperfect framework," he stated.
