In the same vein for the mobility assessment, the candidate receives four points if they are able to walk distances ranging from 50 to 200 metres, and 12 points if their mobility is limited to between one and 20 metres.

Health experts evaluate the responses and supply a report to DWP case managers, offering suggestions on what benefits, if any, should be granted to the applicant.

Claimants may submit extra medical documentation to support their case, although it is optional because the individual's personal account of how their condition affects them is given precedence in the decision-making process.

The authorities are contemplating altering the duration of time an individual must have been affected by their disability prior to qualifying for PIP, as it is acknowledged that numerous persons with short-term ailments can fully recuperate.

It remains unclear how long this period might be adjusted to. Currently, individuals must demonstrate that the adverse impacts of their condition have existed for three months prior to application and are expected to continue for at least nine months following the initial receipt of PIP.

Each month, 33,000 new Personal Independence Payment (PIP) awards are issued, marking an increase of over twice the amount compared to pre-pandemic levels.

In its proposal, the government states: "It is anticipated that this will incur an annual cost to the taxpayer of £28 billion by the fiscal year 2028/29, marking a 110% rise in expenditure from 2019."

During a Commons announcement on April 29, Work and Pensions Secretary Mel Stride emphasized the government's dedication to a just and empathetic welfare system. He stated, "It is crucial for our welfare system to be equitable — ensuring that working-age individuals who are capable of working do so, while also providing robust support to those who are most reliant on government assistance."

"Expenses linked to disabilities or health conditions, which Personal Independence Payment (PIP) aims to address, can differ greatly and depend on each person's specific situation."

He contended that altering the existing "one-size fits all" system will provide "customized assistance designed for specific needs."

What is the opinion of reviewers?

Many are concerned that the suggested reforms might primarily affect individuals with mental health issues by preventing them from accessing Personal Independence Payments (PIP). Their worries are compounded by the government's lack of clarity on which specific conditions would qualify for PIP after these changes.

Mr. Stride indicated in a discussion with the Times that individuals with less severe mental health issues might not continue to get monetary aid, noting that other options like counseling services, social care plans, and respite care could serve as substitutes.

James Taylor, the strategic executive director at the disability equality charity Scope, urged for a halt to the "reckless assault" on disabled individuals and to address the "fundamental underlying problems."

The Disability Benefits Consortium (DBC) labeled the consultation as "insensitive and harsh."

Representing DBC, Ceri Smith, the policy chief at the MS Society, stated: "If the government genuinely seeks to foster a 'stronger, healthier, and fairer society', they must prioritize reducing NHS waiting times and improving social care. However, their current strategy is likely to harm disabled individuals and drive more people into poverty."
